Summary of Duties:

Upward Bound is a federally funded Title IV TRIO Program whose purpose is to identify, select and assist first generation, low income high school students with academic potential for success in post-secondary education.

The Upward Bound Program Director has primary responsibility and authority for planning, implementation, supervision and administration of the Upward Bound Program located in Yakima, WA and Cowiche, WA.

The Director represents the University as primary liaison to the partner schools, their communities and the U.S. Department of Education. The incumbent will have responsibility for development and implementation of activities in the Upward Bound Yakima, WA Program. The Director will monitor Upward Bound for compliance with TRIO Program Legislation, Regulations, EDGAR , and OMB Circulars.

This is a grant funded position and is contingent upon ongoing receipt of federal funding. The dates of the current grant are Sept 1, 2022 through August 31, 2027. This Upward Bound program is funded for 63 participants each year.


Required Qualifications:

A Bachelor’s degree in a relevant field and four (4) years of progressively responsible experience in a field related to the functional managerial area which has included at least one (1) year of supervisory experience. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

  • Four-year degree and (4) years of experience in secondary or postsecondary education and managing federal/state student educational or college-readiness programs is required.
  • Must exemplify supervisory abilities and have experience in working with economically disadvantaged and diverse student populations.
  • Must have a valid driver’s license and serviceable automobile.
  • Professional experience with MS office suite; specifically Excel and Word.
  • One year of experience analyzing, evaluating and creating budgets.
  • Demonstrated leadership and organizational experience with student or outreach programs including supervision of personnel, budget management and strategic planning.
  • Experience working with parents and/or community groups.
  • Ability to travel year-round requiring reliable transportation (with mileage reimbursement).
  • Ability to work occasional evenings, weekends and provide supervision during the two-week residential program during the summer.
  • Experience in developing programs to serve high school students.
  • Experience teaching, coaching or academic advising.
  • Three years’ experience in a TRIO program administrative position; knowledge of TRIO program legislation and regulations

Preferred Qualifications:

  • Master’s degree in education, counseling or related field.
  • Familiarity with organization and operation of secondary school/district administration and university/community college systems.
  • Experience managing, tracking and reporting program evaluation data Demonstrated knowledge and applied experience with federal grant programs, compliance policies and funding regulations
  • Familiarity with the educational system in Washington State.
  • Experience with supervising adults and college students.
  • Bilingual: Fluent oral and written communication skills in English and Spanish.

Monthly Salary:

$4,689.05 - $6,086.00

In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate’s current experience, education, skills, and abilities related to the position. This is a full-time (100% FTE), temporary appointment


Temporary End Date:

This is a temporary position expected to end on August 31, 2027. Renewal is dependent on the need for extension and/or if additional funding is secured to extend employment.
