City Colleges of Chicago (CCC), is made up of seven colleges, the largest community college system in Illinois and one of the largest nationally. JOB SUMMARY 

Reporting to the Associate Vice Chancellor of Administrative Services, the Director-Security Operations and Compliance is responsible for providing administrative and project management expertise to executive and management level staff in support of the operations and initiatives of the Department of Safety and Security.  Assists in developing, evaluating, and refining safety and security functions, programs and policies in support of the City Colleges of Chicago’s (CCC) mission.  Performs related duties as assigned. 

ESSENTIAL DUTIES

• Leads District-wide safety and security projects, as well as security research and data analysis efforts, completes district-wide reports
• Develops new security policies, rules, and regulations, as needed, and regularly reviews and updates policies and procedures governing CCC’s safety and security operations, protocols, and enforcement activities
• Assesses security operating policies and procedures, evaluates risk factors, and prioritizes security initiatives across the District.  Implements new processes, procedures and new security initiatives as necessary to improve safety and security operations.  
• Provides guidance for Safety and Security Administrative and Operational Functions to comply with State and Federal Laws for Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), Violence Against Women Act (VAWA) and the Illinois Higher Education Campus Security Enhancement Act.
• Evaluates campuses safety and security operations to assess compliance with reporting requirements of the Clery Act, including the ongoing reporting of campus crime incidents, processes for reporting campus crime, and the preparation of annual security reports. Continually monitors CCC Incident Reports for correct classifications and investigations.  Ensures Incident Reports are down loaded in People Soft and SharePoint in an expedient and timely manner.  Produces mandated District-wide reports required by the Clery Act and other State and Federal laws.
• Manages Campus Security Authority online training for Safety and Security personnel identified under the Clery Act as Campus Security Authority individuals (Mandated Reporters). Audits training program for new employees and for current employees who need recertification. Maintains and sends list to CCC Department heads whose employees identify as Campus Security Authorities under the Clery Act.
• Monitors and audits campus security plans and policies to improve operations and increase the effectiveness of procedures for safety and crime prevention.
• Plans and conducts staff meetings and training activities for security staff District-wide to keep staff informed and to improve security operations.  Conducts regular meetings and advises staff on activities and/or changes within the District.    
• Advises management personnel on federal laws influencing CCC’s safety and security policies such as Title IX, The Federal Education Rights and Privacy Act (FERPA), Violence Against Women Act (VAWA, and Drug-Free Schools and Communities Act (DFSCA).   
• Works with District and college level managers in creating and implementing professional development opportunities for Safety and Security staff.     
• Develops and implements training programs for Security Officers on topics relating to security operations, safety regulations, enforcement methods, and crime and incident reporting procedures.   
• Participates in security labor negotiations and related vendor contract negotiations, as needed.  Serves as the Vice Chancellor of Administrative Services designee in disciplinary proceedings for union represented Security personnel, as needed.
• In collaboration with the Executive-Director of Security Emergency Preparedness, maintains liaison with the Chicago Police Department, Cook County Sheriff’s Office, Illinois State Police and Homeland Security to represent the District at meetings with these agencies, and serves as a contact person with Illinois Emergency Management Agency (IEMA) and the Department of Human Services (DHS). Keeps upper management informed of all security issues and activities.  
• Maintains awareness and advises management of best practices, new technologies, and legislation influencing campus public safety and security operations in institutions of higher education.  
• Assists and works with key stakeholders in developing emergency preparedness and response plans, as well as contingency plans for the District.    
• May conduct grant research, prepare, and submit request for funding of projects as directed.

Direct Supervision: Staff Assistants and Security Personnel

 

Qualifications

 

Education, Training and Experience

• Bachelor’s degree from an accredited college or university in Criminal Justice, Public Administration or a related field
• Three to five years of experience in law enforcement or corporate loss prevention security, or in a military environment with security experience
• Management experience in public, private or military security operations highly desirable  
• Professional discipline credentials,  CPP, PSP, CFE, highly desirable  
• A combination of education and experience may be taken into consideration based on the applicant’s credentials
• Proficiency with Microsoft Office (Excel, Word, PowerPoint)
