UW Facilities manages the University’s buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. UW Facilities consists of several divisions: Asset Management, which includes Campus Architecture & Planning, Project Delivery Group, Engineering Services, and Sustainability; Operations, which includes Maintenance & Construction, Building Services, Transportation Services, Regulated Materials Office, and Safety; and Campus Energy, Utilities and Operations, which includes Thermal Energy, Electrical Utilities, Environmental Controls, and Energy & Resource Conservation; and UW Real Estate. Supporting these groups, are our Business Intelligence & Information Technology division and the Finance & Administration division.

We have an outstanding opportunity for a Director, Regulated Materials Office.

The Director, Regulated Materials Office (RMO) reports directly to the Associate Vice President of UW Facilities, supports and collaborates with senior leadership, and serves as the primary leader and expert for the entire University of Washington, including all three primary campuses, two Research/Medical centers and other university satellite locations for the management and abatement of regulated materials (asbestos, lead, PCBs, etc.). This position is an essential component of UW Facilities and is responsible for directing all functions of the Regulated Materials Office, shop staff, and outside contractors associated with the identification and abatement of regulated materials, as well as strategic planning and policy development.  In addition, this position is responsible for RM personnel and resource management for all regulated materials identification, abatement and associated vendor contracts totaling $5 million dollars.

The Director works with senior management of the building occupants and UW Environmental Health & Safety to ensure services are aligned to the severity of work, risk of mortality, and are compliant with regulations.

Primary Duties and Responsibilities

• Provide strategic leadership and direct the overall operations of RMO.
• Direct personnel administration for RMO, including handling a variety of personnel issues, preparation of job descriptions and recruitment methods, performance planning and evaluation, development of training, promotional and recognition programs.
• Solely responsible for hiring contractors & sub-contractors, establish term contract, hire and oversee contractor employees and contract vendor as appropriate while adhering to university policies, including managing the bidding & purchase process.
• Provide input and collaborate with department chairs & Facilities senior leadership.
• Provide expert advice and feedback on all legal issues that pertain to regulated materials, including acting as the University’s expert witness on lawsuits.
• Oversee all construction data from the Project Design Group (PDG) for new construction and major renovations; provide safety reviews of general contractor and term consultants contract submittals.
• Oversee the work of direct reports.
• Identify and implement changes and improvements to the department.
• Collaborate to strengthen and expand the RMO.
• Provide leadership, support, and consultation to UW Facilities regarding RMO.
• Support the development and career enrichment for staff, including helping them understand the University’s mission and UW Facilities strategic goals; removing obstacles that keep them from doing their best work and fostering alignment with our values and standards.
• Develop and oversee complex departmental budgets in accordance with university rules. Review and approve related documents as required.
• Develop and implement policies and procedures and ensure that diversity, equity, and inclusion is central to the department.
• Oversee Regulated Materials Program including records database for the University.
• Direct a broad range of environmental investigations including testing of soil, water, air & building materials for contamination.
• Oversee University K-12 spaces and ensure AHERA regulations & guidelines are maintained.
• Oversee University RMO internal air monitoring lab, ensure regulations and guidelines are met.
• Direct the development and maintenance of RMO health, safety, and industrial hygiene programs.
• Monitor Asbestos <1% & Lead Work Practice training program for University Facilities and other approved departments.  Collaborate with RMO personnel to ensure training materials reflect laws and guidelines.

Requirements include:

• Bachelor’s Degree or advanced degree.

• Minimum of 5 years of experience to include:
-Managing a broad range of environmental investigations including testing of soil, water, air & building materials for contamination.
-Development and management of health, safety and industrial hygiene programs in a large organization.
-Experience as an adult educator of health & safety training programs.
-Managing staff

• Current certifications for Asbestos Supervisor, AHERA Project Designer, AHERA Building Inspector

• Management of a Regulated Materials Program including records database for a university or large institution.

• Excellent interpersonal, organizational, analytical, communication and problem-solving skills.

• Thorough understanding of State and Federal safety and environmental regulations governing asbestos, lead, and other environmental contaminants/hazards.

• Demonstrated ability to take direction, work well with others and as a member of a team, and in providing excellent customer service. Demonstrated effective verbal and written communication skills.

• Knowledge and practical experience with WISHA (Washington Industrial Safety and Health Act) and OSHA (Occupational Safety and Health Act) regulations.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Desired:

• Experience with regulations related to K-12 public school AHERA guidelines.
• Higher education experience
• Working knowledge of UW policies and procedures, particularly related to UW Facilities

Conditions of Employment:

• Valid driver's license recognized by the State of Washington.
• While usual hours fall within standard business hours, work may be required during hours beyond standard business hours, including weekends.
• Must be able to work in a non-smoking environment.
• Regular and predictable attendance is required.
• Most work is normally performed in a typical interior/office environment. However, work will regularly require outdoor or fieldwork with exposure to the elements and variable weather conditions or within a variety of mechanical spaces, attics, basements, and other non-typical interior spaces.
