Director, Policy Program

As the Director of Health Policy at Stanford Biodesign, the successful candidate will drive the development of the Stanford Biodesign Policy Program, focusing on the dynamic intersection of health technology innovation and policy. They will be responsible for the vision, strategy, and execution to establish Stanford Biodesign's leadership role in the health policy domain in collaboration with the Biodesign Director and executive management team. The candidate will represent the program both in Washington, DC and within Stanford itself. The Director will lead and continue to shape our comprehensive two-year fellowship program, catered towards professionals seeking to explore the converging realms of health policy and technology innovation. Further responsibilities include overseeing the policy research organization, directing expert convenings, and fostering engagement with donors and the health policy community. Candidates will be tasked with refining the fellowship's programmatic and educational aspects, including teaching, mentorship, leading key research initiatives, and active recruitment of subject matter experts. They will arrange placements of fellows in Washington, DC, for real-world policy-making exposure within their Stanford journey.

Key requirements for this role include notable experience in healthcare policy, preferably as a senior staffer or in leadership at a health-related government agency, within the White House, or serving on the staff of congressional leaders, handling health policy. In addition to these prerequisites, the position requires experience in leading an organization, collaborating with other team members, teaching or mentoring, and maintaining significant relationships in Washington DC.

Duties include:

  • Lead and oversee development, implementation, administration, and evaluation of programs. Oversee analysis, reporting, and program improvements. Oversee the development, adherence to, and implementation of program policies and procedures.
  • Lead strategic planning for the program/entity.
  • Represent the entity or program to the broader university, external community, and other stakeholders. Provide expert consultation related to program development, funding opportunities, or other specialty area.
  • Develop outreach strategy related to program communications, development, partnerships and fundraising/funding. Identify external funding opportunities and write proposals and research grants. Develop and oversee strategic financial planning and sustainability for the program/entity, as needed; monitor performance and ensure appropriate controls.
  • Teach or co-teach courses; oversee the administration of courses; create and/or advise in the development of curriculum; and/or advise students, coach and mentor clients and program staff
  • Coach and mentor program staff.

DESIRED QUALIFICATIONS:

  • Experience working as a senior staffer or in leadership at one of the health-related government agencies, ideally as staff for one or more members of Congress, and/or in the White House with responsibilities that include health policy.
  • Experience leading an organization/team, either within a small or large company or advisory firm. Strong attention to detail in managing administrative activities.
  • Experience teaching and/or mentoring in the subject area of health policy.
  • Experience conducting and publishing peer-reviewed research related to health policy.
  • A positive track-record of interactions in Washington DC with strong active relationships.

EDUCATION & EXPERIENCE (REQUIRED): 

Advanced degree and five or more years of relevant experience in health policy or combination of relevant education, training, and/or experience. Experience managing a budget and developing financial plans. Experience developing program partnerships and funding sources.

KNOWLEDGE, SKILLS AND ABILITIES (REQUIRED):

  • Ability to develop program partnerships and funding sources.
  • Advanced oral, written, and analytical skills, exhibiting fluency in area of specialization.
  • Ability to oversee and direct staff.
  • Ability to manage budgets and develop financial plans 

PHYSICAL REQUIREMENTS*:

  • Frequently stand/walk, sitting, grasp lightly/fine manipulation, perform desk-based computer tasks.
  • Occasionally use a telephone, writing by hand, lift/carry/push/pull objects that weight up to 40 pounds.
  • Rarely sort/file paperwork or parts, lift/carry/push/pull objects that weight > 40 pounds.
  • Ability to use voice to present information/communication with others.
  • On-campus mobility.

WORKING CONDITIONS:

The expected pay range for this position is $109,000 to $168,000 per annum. Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs.
