The Department of Psychiatry and Behavioral Sciences is recruiting for a Director of Program Operations.

POSITION PURPOSE
Provide oversight and direction of the various programs/projects within the Addictions, Drug and Alcohol Institute.

Position Complexities:

Interface with faculty and staff to maintain the fiscal and functional health of the institute and its various programs. Help with strategic growth of the institute.

DUTIES AND RESPONSIBILITIES
The ADAI Director of Program Operations reports to the ADAI Director and, in partnership, is responsible for setting and managing the strategic direction of the Institute. As a member of the ADAI Leadership Team, the Director of Program Operations participates in policy review and development, long-range planning, priority setting, championing best practices and ongoing organization change and process improvement, and administering policies of the Institute. The position directly contributes to and is accountable for creating and sustaining a culture of service, creativity, collaboration, accountability, and excellence at ADAI. The Director, Program Operations works with the ADAI Director and the administrative staff in the Department of Psychiatry to ensure that the appropriate resources, services, and support are available to ADAI personnel and are reflected in ADAI policies and procedures. This position is charged with maintaining an effective communication and collaboration network across a broad scope of responsibilities.

INSTITUTE DIRECTION (40%)
• Advise the ADAI Director and the leadership team on infrastructure improvements, lease, staffing, succession planning and programs to improve ADAI’s productivity and efficiency as well as solidify and diversify/expand its research portfolio. This includes planning both for the Institute, overall, and for programs within the Institute. This work will be done in collaboration with the central Psychiatry administrative team.
•Coordinate change management initiatives.
• Establish and maintain frequent and effective communication, working collaboratively with ADAI personnel, internal and external partners, investigators, collaborators, division heads and others as needed.
•Identify funding opportunities for ADAI projects. Advise on the development of contracts and provisos, including project scope and budgeting.
•Supervise hiring, performance review and corrective action of Institute staff.
•Ensure compliance with funder, state, university and department policies and requirements
•Coordinate with director on agendas for leadership and staff meetings.
•Consult with the Director and PIs on strategic hiring needs and plans.

STRATEGIC PLANNING (25%)
•Supervise development of a comprehensive strategic plan that encompasses the current and future state of the Institute; this includes the development of short, mid, and long-term strategic plans.
•Collaborate with the Director and PIs on major initiatives, including funding, communications, information dissemination and trans-departmental and inter-organizational projects
•Supervise and facilitate implementation of the strategic plan so that it informs the Institute’s organizational structure, workflow, staffing, space needs and internal and external relationships.

ADAI.FINANCIAL MANAGEMENT (15%)
•Plan and guide the financial operations of ADAI, in conjunction with the central Psychiatry administrative team.
•With delegated authority from the Director, exercise broad financial decision-making authority to maximize efficient and effective allocation of resources.
•Develop and manage ADAI central and proviso budgets, authorize and monitor expenditures, identify trends, provide regular reporting projections, and resource analyses. Ensure the expenditure by fiscal year end of proviso funds, including the I-502 Marijuana Proviso funds.
• Provide monthly reports to the Director, projecting balances to the end of each fiscal year.

KEY PERFORMANCE INDICATORS (15%)
•Identify key performance indicators based on the strategic plan.
•Ensure key performance indicators align with ADAI faculty/staff, funder, and stakeholder expectations.
•Develop processes to regularly monitor key performance indicators and identify when performance is not meeting expectations.
•Adjust organization, approach, and methods of ADAI based on key indicators to achieve outcomes that align with the strategic plan.
•Provide summaries at staff meetings.

SMALL GRANTS PROGRAM (5%)
•Provide administrative oversight of the ADAI Small Grants Program to ensure the integrity of the program and process.

•Assist in supervision of administrative assistant

MINIMUM REQUIREMENTS
Bachelor’s Degree in Psychology, Public Health, Business or Higher Education Administration or related field

4 years work related experiences

Fiscal management and program management in higher education, research administration or a related discipline

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
