Summary of Job Duties:

The Center for Research, Health, and Social Justice is seeking a full-time (100% FTE) Director of Research. The Director of Research will manage the financial and human resource operations of the Center for Research, Health and Social Justice (CRHS). This $19 million NIH-funded P50 Center includes 3 Cores and 3 R01 Research projects and will fund 30-60 pilot grants of $25,000 - $50,000 direct costs per grant over the 5 years of funding. These pilot grants may be funded to early stage investigators within or external to UAMS. The Center already has multiple subcontracts affiliated with the various cores and R01s with agencies and organizations across the state of Arkansas and outside of the state including the Arkansas Department of Health, the Arkansas Tobacco Commission, University of Arkansas at Little Rock, Virginia Commonwealth University, Eastern Carolina University, Northwest Arkansas Education Service Cooperative, the University of Hawaii and others. This number will increase over time since the pilot grants will involve additional subcontracts with external agencies and organizations. This position will be responsible for oversight and management of these and all other fiscal and human resource operations for all of the cores, R01s and pilot grants including the sub contractual agreements and all related components. This position has broad leadership responsibilities for financial, business and human resource development and strategic growth of the Center.

Qualifications:

KEY RESPONSIBILITIES:



  • Direction, Management and Oversight for all Center Finances and Budgets:  Provides direction for and oversight of all financial and budget activities for the UAMS CRHS, including the supervision of staff responsible for specific Center budget and finance activities within the COPH and in other UAMS colleges as well as institutions outside of UAMS within and outside of the state of Arkansas that are receiving CRHS funds.  This includes the Center Cores and all Primary and Pilot Project Studies and involves triaging financial needs, managing timelines, following up on core, primary and pilot study financial products and deliverables, monitoring budget expenses, etc. Coordinates all Center interactions with ORSP, Grants Management, NIH grants administration, the national Multiple Chronic Disease Coordinating Center and other funded sites. Develops and provides monthly budgetary and related reports for all Center components.  Monitors budgets and communicates with MPIs on all issues and needs, recommending budgetary and fiscal changes when necessary. Completes all budgetary functions for annual progress reports, close-outs and carryforward requests, etc. working closely with ORSP, UAMS Grants Accounting and NIH Grants Management. Responsible for all fiscal and budgetary operations of the Center.

  • Direct Center Human Resources Activities: Provides leadership for all human resource functions of the center including hiring, retention, performance evaluation and performance monitoring.  Includes interfacing with HR and the COPH Dean’s Office to create positions, develop PDQs, complete the HR application and triage process, interview applicants, recommend salaries, complete the hiring and onboarding process, monitor employee performance and recommend corrective actions if needed and complete performance evaluations. Provides oversight for center databases and performance metrics management. Has full responsibility for managing all Center human resource functions.

  • Directs Fiscal and Accounting Operations:  Directs the financial team, including the Program Manager of Financial Operations to coordinate oversight of all center budgets (e.g., all Core, R01 and pilot funded studies, etc.); manage external Contracted Services Agreements (Scientific Consultants, External Reviewers, Writers, etc.) and their corresponding deliverables. The Director will be primarily responsible for the development and maintenance of the CRHS Budget and Finance Procedures Manual.

  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, general: Master’s degree in finance or business-related field (or a Bachelor's degree plus 7 years of related experience).

Experience, length in years and kind: Minimum of 3 years of budget, finance and research related experience. Experience with financial management of large academic research program or project essential (minimum of 3 years). Budget and financial management experience (minimum of 3 years).

Licenses, certificates, or registration: Must have valid driver’s license, reliable transportation and valid auto insurance.

Special knowledge, abilities and skills: Microsoft Word, PowerPoint, and Excel. Excellent written and oral communication skills and ability to communicate with a wide variety of stakeholders; willingness to learn and apply new skills; commitment to excellence; ability to work in a team and independently; highly motivated; creative; critical thinking; resourceful; detail oriented; highly organized; responsible; high level of integrity; collaborative; and problem-solving skills. Knowledge of UAMS pre- and post-award budget management systems. Knowledge of NIH grants requirements (e.g. fiscal and reporting requirements, etc.).

PREFERRED QUALIFICATIONS:

Experience, length in years and kind: 5+ years with Grants Management and Sponsored Projects

Special knowledge, abilities and skills: Working knowledge of the NIH grants management system (Commons, Assist, etc.)
