Job Summary

The Director of Program Development and Strategy is a member of the Institute for Global Health Sciences Executive Team, reporting to the Executive Director. The Director provides strategic advice on a range of issues affecting IGHS and UCSF’s global health programs, including defining areas of future investment, establishing partnerships with external organizations, participating in recruitments of high-profile faculty and staff leaders, standing up new research initiatives, conducting outreach to key donors, and translating trends in the global health landscape into IGHS and UCSF programmatic priorities.

The Director of Program Development and Strategy also serves as a strategic advisor to UCSF faculty and campus leadership on matters pertaining to global health research strategy, educational programs, and international research operations. The Director contributes actively to the development and implementation of organizational policies within IGHS and across groups engaged in international research.

The Director of Program Development and Strategy is involved in many IGHS activities and leads several major initiatives including:

  • development and management of new sponsored programs
  • operational and programmatic leadership of specific research and programmatic initiatives, in support of the Executive Director's research agenda
  • active collaboration with faculty leaders, University Development and Alumni Relations (UDAR), the IGHS Leadership Council, and others to pursue an effective resource mobilization effort that can support IGHS and its mission sustainably
  • development of new educational and capacity-building programs, in partnership with IGHS Education leaders, securing funds for learners at all levels
  • expansion of the Faculty Affiliate Program to provides a range of appropriate support programs and to serve as a community of practice for faculty members across UCSF who work in global health; and
  • engagement with external collaborators such as the Consortium of Universities in Global Health, the UC Global Health Institute, the Bay Area Global Health Alliance, and other campuses to foster collaborative programming and align efforts

The Director (in partnership with the Executive Director) manages the IGHS Leadership Council, composed of leaders from academia, industry, research and philanthropy who provide financial and strategic advice to the IGHS leadership.

Required Qualifications

  • Terminal Degree (PhD, JD, MD, etc) in business, public health, international affairs or related field and/or equivalent experience/training
  • 8+ years experience in strategic planning and program management
  • 7+ years lead/supervisor/manager experience
  • Advanced knowledge of the organizational environment of higher education and large research universities to understand client priorities, issues, motivations and constraints
  • Experience working with in a university setting and management of large global research teams
  • Executive business management experience and contract negotiation skills
  • Significant experience in academic administration and fundraising
  • Strong knowledge of global health and international institutions 
  • Uses expert level negotiation skills to work collaboratively with internal and external, diverse constituencies
  • Advanced knowledge of the legal constraints and opportunities for higher education in the State of California and through Federal programs and regulations
  • Expert oral and written communication skills with a broad community of other researchers and scientists, industrial partners, program managers, funding agencies, media, and center managers
  • Sophisticated leadership abilities to establish department goals, and motivate and influence others to achieve
  • Demonstrated track record of resource mobilization for new global health initiatives and success in standing up new programs            
  • Expert ability to work with dynamic and diverse group of faculty, staff and students in a complex, multi-stakeholder environment      
  • Excellent ability to establish mission and goals at the macro-level; to lead subordinate management to develop goals in alignment with mission
  • Excellent consulting, relationship building, and strategic thinking skills

Preferred Qualifications

  • Strong knowledqe of university based qlobal health proqrams     
  • Management experience in academic and / or government agencies
  • Advanced knowledge of organizational processes, protocols and procedures
  • Familiarity with trends in global health and knowledge of potential alignment with organizational capabilities
