Position Summary:
The Payroll Director is responsible for all activities related to the overall administration of the university's payroll department. The Director will create and facilitate a payroll service delivery model that promotes client service and industry best practice. The university payroll includes approximately 2,500 employees paid via bi-weekly and semi-monthly payroll schedules. This position reports to the Chief Human Resources Officer.
Position Responsibilities:

  • Develop and maintain payroll policies and procedures to ensure compliance with federal, state and local regulations.
  • Keep abreast of all new laws and regulations affecting payroll processing.
  • Identify opportunities to implement payroll best practices and recommend enhancements to current processes and systems.
  • Provide guidance and mentoring to the payroll staff and university community on appropriate operating processes and procedures.
  • Coordinate payroll activities with HR, Finance and department managers throughout the university as needed.
  • Oversee and be responsible for all payroll tax compliance activities related to federal, state, and local requirements, as well as all non-resident alien processes and reporting.
  • Manage activity of the staff and assign workloads as required for successful operation of semi-monthly and bi-weekly payrolls. Ensure payroll accurately computes and records time, earnings, employee benefits, special deductions, taxes, garnishments, etc.
  • Develop and enforce payroll policies & procedures to ensure internal controls and efficient processes.
  • Ensure compliance with federal, state, and local legal, tax, and compliance requirements by studying existing and new legislation, enforcing adherence to requirements and advising management on needed actions.
  • Develop a disaster recovery plan for the Payroll department.
  • Direct and monitor the timely payment of all federal, state and local payroll taxes.
  • Oversee garnishment process for child support, bankruptcies, IRS levies, student loans, etc.
  • Responsible for unclaimed payroll property and recovery.
  • Direct and apply all additional taxable earnings and non-taxable reductions, including taxable fringe benefits, parsonage allowances, and third party disability payments, prior to yearend.
  • Responsible for timely notice and recovery of overpayments.
  • Responsible for fiscal year-end accruals and adjustments to payroll and benefits-related accounts and fiscal year end system rolls.
  • Responsible for balancing salary expenses and payroll liabilities.
  • Serve as projects manager to coordinate year-end closing activity with HR, Finance and other departments throughout the university.
  • Responsible for all third party payroll-related systems, including timeclock and Sprintax foreign national systems; maintain, update and monitor as needed.
  • Design short-term and long-term strategies for continuous improvement in payroll operations and services. Participate as an integral member of the HR/Payroll technology teams in systems development, upgrades, employee self-service enhancements, including online total compensation, W-2 and 1042 wage statements.
  • Work as a partner with HRIS to ensure that all compensation and payroll-related activities, especially mass processes, are properly coordinated and executed. Share responsibility for the integrity of all employee-related databases and records.
  • Liaison for all internal and external auditor requirements.
  • Serve as an integral member of the HR leadership team.

Experience & Education Background:
  • Bachelor's degree in accounting, finance, business administration or related field (Master's degree preferred) and 7 - 10 years' experience in payroll management is required
  • At least five (5) years supervisory experience required
  • Experience with Banner and Banner time entry preferred.
  • Previous experience in higher education highly preferred

Skills & Competencies:
  • Expertise working with BANNER HR/Payroll system (or similar integrated system environment) and in an enterprise resource planning environment is required.
  • Expertise in Microsoft Windows environment including Word and Excel. Ability to learn and use report writing tools and spreadsheets to quantify and illustrate routine and complex financial reports, comparisons, impacts and/or projections
  • Knowledge of finance, accounting, budgeting, internal control and cost control procedures
  • Ability to prioritize and manage multiple projects while meeting deadlines and processing payroll in a timely manner
  • Demonstrated ability to collaborate with and train subordinate staff and colleagues in a multi-disciplinary organization
  • Leads through effective communication. Ability to effectively communicate information, policies, and/or procedures in a manner easily understood by others and consistent with HR established service standards.
  • Identifies and cultivates relationships with key constituents across campuses, functions and levels, as well as external contacts.
  • Assures that effective controls are developed and maintained to ensure the integrity of the organization.
  • Seeks input, meets expectations, and maintains communication with customers.

Salary Range:
$155,000 - $170,000
