Job Description Summary

The purpose of this position is to manage all payroll critical activities involved in processing the University’s payroll in a multi-state environment; to ensure that all payroll payments are made in an accurate and timely manner; to maintain checks and balances/segregation of duties; and to use discretionary judgement and experience to plan and accomplish goals.


Job Description

  • Manage and oversee the administration of all payroll functions.

  • Oversee production of payments on a bi-weekly basis including regular wages, special calculations, garnishments, child support, taxable fringe benefits and all other earnings/deduction information.

  • Responds to internal and external audit requests including annual worker’s

  • compensation audit.

  • Responds to internal and external requests for employment data such as surveys and other

  • government reporting requirements (DOL quarterly head count, annual census).

  • Responds to employee inquiries and requests regarding payroll matters.

  • Oversee submission of requisitions for payment of employee deductions to vendors.

  • Submission of requisitions for payroll services invoices.

  • Reconcile quarterly and annual payroll information for reporting and annual issuance of W-2 forms.

  • Reconcile payroll deductions to general ledger.

  • Reconciliation of payroll accounts in general ledger and request journal entries, as needed.

  • Responsible for annual fiscal year close out and accrual entries.

  • Manage wage/hour and tax compliance in accordance with local, state, and federal regulations.

  • Work closely with Human Resource department to ensure accurate processing.

  • Create and maintain payroll setup within Workday.

  • Create and maintain setup with ADP for wage payments, garnishment and tax reporting processing.

  • Create and maintain business registration and setup with states for accounts.

  • Maintain department policies and procedures.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to maintain confidential information.

  • Strengths in problem solving and proven project management skills.

  • Ability to work well independently and meet established deadlines.

  • Proficient in Microsoft Office

  • Detailed knowledge of Human Resource, labor laws and IRS regulations.

  • Ability to relate to people in a knowledgeable, friendly, and professional manner.

  • Accuracy, attention to detail and the ability to prioritize work and meet critical deadlines.

EDUCATIONAL REQUIREMENTS / QUALIFICATIONS:

  • Bachelor Degree in accounting or business from a regionally accredited institution.

  • Minimum 5 years payroll experience to include minimum of  two years as a payroll supervisor

  • Knowledge and understanding of wage and hour regulations and payroll tax fundamentals.

  • Extensive knowledge of Workday experience preferred.

  • Any equivalent combination of education and experience and training that provides the required knowledge, skills and abilities
