Job Summary

Reporting to the UCSF Dental Center Finance Director, the Director of Patient Billing Services oversees the operations of the UCSF Dental Center billing unit and contributes to its short and long range planning for billing and collections operations, approaches and policies aligning with top performing revenue cycle departments and benchmarks nationally. The Director collaborates with leaders, facutly and staff on coordination of related activities across business services, IT billing systems, revenue cycle management, and decision support; and establishes department-wide goals, budgets and staffing plans, policies and standard works.

The incumbent leads the True North Quality Improvement in Patient Billing Services and is responsible for monitoring changes in healthcare and dental industry impacting the billing and collection efforts of the UCSF Dental Center.  The Director is responsible for continued improvement in staff through education, training, and positive reinforcement of appropriate working practices; and ensures that the activities of the billing operations are conducted in a manner that is consistent with overall department protocol, and are in compliance with Federal, State, and payer regulations, guidelines, and requirements.

UCSF Dental Center

UCSF Dental Center is a cohesive entity within the structure of UCSF’s School of Dentistry.  Its primary goal is to provide outstanding, seamless, patient-centered care.  The Center also aims to provide cutting-edge clinical experiences and education to students; contain costs for patient care and generate resources to reinvest in UCSF Dental Center and the School of Dentistry.  A majority of the Dental Center’s clinical facilities are located at the Parnassus Campus, with affiliated clinics at Buchanan Dental Center and an additional presence at Mission Bay, and the Zuckerberg San Francisco General Hospital and Trauma Center.  UCSF Dental Center’s primary services include all advanced dental specialty programs, and the general dentistry and specialty faculty practices.


Required Qualifications

  • Bachelor's degree in related area and / equivalent experience / training
  • Minimum 8+ years of related experience
  • 7+ years of managerial experience
  • Seven years or more of experience in a hospital and/or dental billing office environment or revenue cycle functionalities
  • Seven years or more of working knowledge of the rules and regulations of Medicare, Medi-Cal, managed care and commercial insurance
  • Five years or more of supervisory or managerial experience in a healthcare billing or collections office
  • Thorough knowledge of all relevant information technology, including systems, applications, hardware, processes and methodologies used in billing and / or collections functions
  • Thorough knowledge of billing, accounts receivable and / or collections systems, practices, policies, and regulations
  • Knowledge of revenue cycle management and billing systems
  • Thorough knowledge of medical and insurance terminology, medical billing, coding, health insurance coverage and reimbursement principles
  • Excellent leadership skills, with the ability to create and maintain a goal-oriented climate of teamwork and collaboration across departments for effective problem solving, conflict resolution, support for organizational values, and consistent achievement of objectives
  • Excellent communications skills to prepare and present reports and analyses, and convey complex information clearly and concisely to all levels of staff and management, as well as outside agencies and individuals
  • Excellent analytical, critical-thinking, and organizational skills, to quickly identify and assess complex problems, develop multiple potential solutions, and effectively implement action plans to bring about successful resolutions
  • Excellent ability to collaborate with senior management to develop and implement new strategic plans and budgets
  • Ability to provide sound metrics on billing and collections operations current status and progress towards goals
  • Ability to motivate, influence, and persuade others, and to ensure that the department exhibits a culture of respect, accountability, and quality customer service to all constituencies
  • Excellent skills in developing strategic plans, building staff competencies, organizing operations, and fiscal management

  • Registered Health Information Technology (RHIT), American Health Information Management Association (AHIMA)
  • Certified Professional Coder (CPC), American Academy of Professional Coders (AAPC)
  • Certified Revenue Cycle Representative (CRCR), Healthcare Financial Management Association (HFMA
  • Certificate in Acute Healthcare, Ambulatory Coding
