Departmental Overview
The College of Computing, Data Science, and Society (CDSS) is a dynamic, innovative new structure at UC Berkeley that represents a once-in-a-generation transformation. The College brings together faculty, researchers, staff and students from computing, statistics, the humanities, and social and natural sciences, mirroring the cross-cutting nature of data science and redefining the research university for the digital age. Core to the College is a commitment to examining how the digital revolution affects equity and opportunity-and building the capacity to respond to these challenges.
Formally established in July 2019, CDSS was created to meet the opportunities and demands of a world where data, machine learning, and artificial intelligence inform practice and policy in virtually every arena. The College connects the Data Science Undergraduate Studies program, the Department of Electrical Engineering & Computer Sciences, the Department of Statistics, the Berkeley Institute for Data Science, Computational Precision Heath, and the Center for Computational Biology.
The CDSS Human Resources Director serves as the manager and key administrative officer for a variety of connected functional areas. Functional areas include finance, academic human resources, compliance and risk assessment, advancing diversity and outreach, and long and short range strategic planning in determining the mission and direction of activities through management of subordinate staff and in coordination with the Dean, Associate Deans, College senior staff, and campus leaders.

Responsibilities
50% Academic Personnel Management:
Serves as the senior advisor to the CDSS Dean and Executive Associate Dean on all matters related to academic personnel, faculty retention, merit and promotion cases.
Establishes and delegates assignments and general workflow to meet operational objectives. Designs and leads monthly academic personnel meetings and training for the multiple
AP units that coordinate with ERSO (Statistics, CPH, EECS). Solves complex escalation issues regarding faculty, often with outside entities, including National Labs and other federal government entities. Serves as key administrative officer for the College's endowed chair appointment process, including development and oversight of statistical analysis models and processes to assess faculty advancement, research and service contributions. Analyzes and responds to changing campus and university AP policies. Communicates policies and practices as appropriate. Manages, plans and administers all Academic operations for CDSS.
20% Compliance and Risk Assessment:
Serves as the College's key administrative officer, maintaining integrity of CDSS and campus through oversight of faculty conflict of commitment policy compliance. Formulates and administers internal College policies and processes to guide faculty in the reporting of extensive CDSS faculty extensive commercial technology and product development activities. Possibly serve as the UC Berkeley campus or CDSS representative on the system wide working group developing the electronic Outside Activity Tracking System (OATS), a program with campus wide and system wide impact. Serves as campus resource in coordination with the campus Academic Personnel Director for OATS system policy and functionality.
15% General Responsibilities:
Oversees the strategies, development, planning and managing of academic personnel (AP) and Human Resource (HR) administrative functions for CDSS and its Departments including Research Units (BIDS, BidMAP, etc.) Reports to the Chief Administrative Officer and works closely with the Associate Dean on AP functions. Maintains integrity of College Academic Personnel and Staff HR through management and oversight of staff. Guide and collaborate with the Chief Administrative Officer and Senior Leadership team to strategize staffing and organizational expansion needs. Ensures efficiency in AP/HR business practices, procedures, workflow, standardization, reporting needs, records management. Analyzes sensitive and difficult workforce programs and applies advanced HR concepts to counsel leadership and senior managers on HR issues, employee and labor policies, procedures and appropriate practices. Designs and implements AP/HR business processes and creates administrative standards for operations, ensuring that policies are implemented consistently.
15% Diversity and Outreach:
Directs and manages college-wide faculty recruitments, involving multiple departments. Formulates and directs administrative activities and the development and analysis of effective search plan strategies associated with the college-wide diversity initiative. Coordinates with campus leaders to devise new programs to create effective strategies to expand faculty awareness of the effects of implicit bias. Formulates policies and guidelines to carry out CDSS' mission for advancing faculty diversity and creating an inclusive environment. Interacts with higher-level management regarding complex or not well-defined situations.

  • Requires innovation, in-depth knowledge of organizational and university policies and operational procedures.
  • Demonstrated organizational, problem solving, and analytical skills to perform analyses and develop recommendations.
  • Strong skills of strategic thinking, diplomacy, discretion, good judgment, collaboration, initiative, and professionalism with all AP and HR processes.
  • Demonstrated achievements in handling difficult situations/individuals effectively, including active listening, process improvement, analytical, and critical thinking skills.
  • Excellent interpersonal skills, demonstrating a desire to promote diversity, equity, inclusion and belonging to establish and maintain positive & professional working relationships with colleagues, students and team members.
  • Broad knowledge of complex personnel, compensation, and related policies and procedures for academic employees.
  • Bachelor's degree in related area and / or equivalent experience / training.

Preferred Qualifications
  • Thorough knowledge of common campus-specific and other computer application programs.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary that the University reasonably expects to pay for this position is $105,500 - $186,300, not to exceed $200,700 (grade 25).
