The Director of Finance and Accounting provides essential financial reporting and guidance to the Regional Dean. Responsible and accountable for all financial and accounting operations; strategic financial planning and budgeting; audit interactions; financial policies, procedures, applicable regulatory compliance, and internal controls, all consistent with the College of Medicine and overall University of Illinois policies and procedures. Collaborate and coordinate with the College of Pharmacy and the College of Nursing on applicable Rockford campus financial and business standards and activities. Promotes the financial well-being of the College by providing budget management, monitoring of appropriate cash balances, exercising executive control over College of Medicine Rockford budgets, and safeguarding all financial assets of the College.



  • Responsible for the design, maintenance, and adaptation of all required accounting and financial management systems necessary to provide comprehensive stewardship of the College of Medicine operating assets.
  • Responsible for the collection and analysis of the College’s financial information. Reports costs and expenditures, offers financial recommendations and advises the Regional Dean on financial decisions.
  • Oversee and monitor the fiscal activities and performance of the various departments and programs, ensuring compliance with professional accounting standards, rules, regulations, and laws by directing, supervising, and facilitating the preparation and maintenance of required and appropriate financial records, monthly and annual financial reports, and all other financial reporting as may be required by the University.
  • Provide executive leadership to develop and direct a range of budget planning, execution, and reporting activities. Develop complex cost accounting, cost/benefit analysis and pro-forma statements for management decision making and to evaluate risk.
  • Possess a broad understanding of all facets of the College of Medicine to work effectively with the Regional Dean, senior administrators, faculty, Department Heads and staff.
  • Oversee the procurement function for the College including cash receipts management and purchasing.

  • Direct the daily accounting functions of the College through appropriate technical staff. Oversee all account establishment, obligation, vouchering and payroll processes, account transfers, miscellaneous transfers, student loan payments, petty cash, and revenue accounting. Coordinate all submittal and communications regarding fiscal matters with Chicago campus. Generate all monitoring and reporting for all College sources of funds – State, MSP, Residency, grants, contracts, and others.
  • Responsible for continuously monitoring, evaluating and communicating the financial status of the MSP so that the information may be acted upon promptly and effectively. Perform quantitative work for the MSP including: developing revenue and cost projections; budgeting; cash flow projection, performance monitoring, reporting, and projection; preparation of various key performance indicator reports; and other reports as required. Develop timely model/options for MSP decision making and problem solving.
  • Provide oversight and direction to management of the business/financial and administrative operations relative to Managed Care and all other contracts.
  • Collaborate and coordinate with the College of Pharmacy and the College of Nursing on applicable Rockford campus financial and business standards and activities such as facilities management, grants and contracts.
  • Oversee the calculation and processing of payments, management reports and analysis of all fund balances. Prepare and analyze monthly roll-up financial reports on all funding sources. Oversee monthly closing process. Prepares year-end and closing entries.
  • Responsible for managing all aspects of financial internal/external audits of the College and working with the College of Pharmacy and the College of Nursing on any internal/external audit activities as identified needs arise.
  • Oversee grant and contract budgets including ICR expenditures. Direct grant close-out process while monitoring accounting related issues and transfers.
  • Interface with various committees including MSP-related committee work, as well as other campus committees and other ad hoc operational groups.
  • Develop, nurture and maintain professional business relationships with internal and external partners including the leadership of local healthcare systems, governmental and community agencies and other organizations.
  • Plan, assign and review work of staff to ensure that group objectives are met. Hire, train, develop and manage staff to ensure that a qualified staff exists to meet group objectives.
  • Perform other related duties and participate in special projects as assigned.


  • Master’s degree in business, finance, accounting or public administration required; CPA, MBA, or Healthcare related Master’s degree preferred.
  • Minimum of seven years of financial leadership experience in the preparation of financial statements and financial planning and/or business administration and management experience. Experience in a healthcare environment preferred.
  • Knowledge of generally accepted accounting standards. Knowledge of Banner accounting system preferred. 

  • Microsoft Office proficiency, particularly Excel, and the ability to utilize various financial systems/databases. Outstanding communication skills, including written, verbal, and presentation skills
  • Skills in collaborative planning and decision-making, networking, team-building and multi-tasking. Strong organizational and leadership skills
