Job Summary

Reporting to the Executive Dean, the Director of Facilities Management is responsible for the overall operation of the Facilities Management Department, including planning and construction, building maintenance, energy management, real estate management, renovation and repair, utilities, grounds, custodial services, and general facility services including safety and facility contracted services. 

The successful candidate is a strategic problem-solver, resourceful, enjoys collaborating with colleagues from various disciplines, can see the big picture and the details, and is excited about the changing needs of historical properties on a vibrant college campus.


Position Description

Essential Duties and Responsibilities:

  • Directs and coordinates the provision of client-focused comprehensive facility maintenance programs, across the Institute, by departmental staff and external consultants and contractors.
  • Directs short- and long-term strategic and operational planning for all facilities management activities. 
  • Formulates and manages the Facilities Department budget, including capital projects, annual operating, and maintenance budgets, ensuring consistency with Radcliffe priorities. Monitors and controls expenditures. Ensures the collection of required data and preparation of justifications to support budget approval for significant equipment purchases, construction/renovation projects, energy conservation measures, and maintenance needs. 
  • Sets short- and long-range goals and priorities for facilities management operations; provides proactive recommendations in long-range strategic planning for preventative maintenance and service and future projects.
  • Initiates and maintains effective communication and collaborative partnerships with colleagues across the Institute in planning, setting timelines, and monitoring the impact on operations. 
  • Drives projects to successful completion; monitors timetables and progress; engage with staff and contractors to resolve problems and achieve goals. Oversees capital projects; establishes and maintains a 5-year capital projects system (CAPS).
  • Develops and implements an effective energy conservation program to meet consumption reduction goals.
  • Oversees the planning, budgeting, bidding, and approval processes for all construction projects and environmental health, safety, and sustainability initiatives; oversees and participates in selecting contractors; develops contracts per Harvard University policies.
  • Develops University contacts and relationships and leverages resources; accordingly, represents the Radcliffe Institute on University-wide committees and activities. 
  • Serves as Radcliffe's primary contact for emergency management and leads the Local Emergency Management Team's (LEMT) planning and training; develops strategies for continuity of operations, management of security services, evacuation plans, and drills. 
  • Ensures that all facilities-related work is performed safely and complies with all applicable safety and environmental regulations.
  • Oversees the requisitioning, inventory control, and maintenance of department equipment and supplies. 
  • Other duties as requested and/or assigned.

 Supervisory Responsibilities:
  • Designs and maintains an organizational structure and staffing to accomplish the department's goals and objectives; recruits, orients, trains, supervises, and develops department staff. Conducts performance appraisals, proactively addresses performance issues, and resolving problems.
  • Carries out supervisory responsibilities according to the Institute’s / University’s management policies, procedures, and any applicable laws.

Basic Qualifications

  • Bachelor's degree in Facilities Management, Engineering, Architecture, or related field; minimum of 10 years of facilities experience with progressive responsibility managing teams in different aspects of large and complex facilities and capital projects in the $10M-$20M range.  

Additional Qualifications and Skills

  • Experience with leading and managing long-range physical plant planning with both new and aging facilities; strong background in developing energy management programs; experience managing departmental and project-specific budgets; well-developed ability to evaluate, negotiate, select and manage appropriate vendor cost-effective contracts; ability to diplomatically build consensus among various constituents with diverse interests and with a strong customer service focus; broad technical knowledge of construction and building systems (structural, life safety, mechanical, electrical, plumbing systems, etc.), and applicable regulatory agencies and standards (OSHA, EPA, DOT, NFPA, Building codes, etc.); excellent communication skills (both verbal and written ) and ability to present to small and large groups. 

Physical Requirements

  • Employee must have the ability to sit at a desk for a minimum of seven hours a day and complete tasks requiring repetitive use of hands. Must have ability to access construction projects: climbing scaffolding, walking through construction sites, etc.

Working Conditions

  • This job is primarily performed in a temperature-controlled office environment. Travel to construction sites prior to and during construction is required. There may be limited exposure to dust, construction debris, etc. 
  • The Emergency Status Designation of this position is Critical Operations Personnel: A position that has been designated as critical because its responsibilities include non-deferrable services that must be performed despite an emergency closure or curtailment.
