Position Description


Advertised Job Summary
To provide support services to the United States Department of Justice. The incumbent serves as a Program Manager, Director of Evaluation and Research. Reporting to the Chief Learning Officer (CLO) and Deputy CLO, the Director is responsible for leading the strategic planning, implementation, and oversight of the Office of Legal Education’s (OLE) evaluation and research programs. The Director will lead and manage a complex set of strategies designed to accomplish OLE’s organizational goals and the CLO’s priorities. Specifically, the Director is charged with providing leadership in identifying and establishing organization-wide evaluation methodologies to measure and enhance the effectiveness of OLE’s training programs and their impact on the performance of federal legal personnel within the Department of Justice in support of its mission. The Director is also charged with providing leadership in developing and implementing a comprehensive research strategy that supports, validates, and improves OLE’s methodologies, programs, and results.
Required Education and Experience
Bachelor’s degree in a related area with at least two years of successful experience relating to the duties described is required.
Preferred Qualifications
Experience evaluating programs in the federal government sector; knowledge of or experience with the Kirkpatrick Method of training evaluation; and an advanced degree in educational psychology, research, or evaluation or in a related area.

Must be results-oriented and possess a strong sense of vision, creativity, and initiative. Possess strong organizational skills and the ability to work independently and must understand different approaches to training evaluation and how to conduct reliable and valid research. Must have excellent verbal, written, and interpersonal communication skills, strong analytical skills, and the ability to work with and lead high-performing teams. Additionally, possess the ability to manage and prioritize multiple tasks in an organized and detail-oriented way. Must also have strong interpersonal and customer service skills and be able to communicate complex information to various constituencies, including OLE faculty, staff, students, and senior Department of Justice officials. Sound judgment, high ethical standards, and professionalism are essential.

Lead and direct initiatives to standardize, collect, and analyze quantitative and qualitative data on training effectiveness and impact, including how to best use pre-course, during-course, and end-of-course tools to gather Kirkpatrick level 1, 2, and 3 information for various mission-critical training programs. Identify existing and additional Kirkpatrick level 3 drivers that OLE and its partners can implement to increase the transfer of learning to work and, ultimately, to better advance the Department’s mission. Lead and direct initiatives to collect and report Kirkpatrick level 3 and 4 information as needed. Using evaluation data, identify areas for improvement in training approach and methodology and work with training teams to implement enhancements.

Direct and manage OLE’s research program, conducting or directing valid and reliable research to advance program goals, including ensuring the validity of research on which the Faculty Development Institute (FDI) program is based and conducting additional research needed to support FDI program goals.

Provide advice and guidance to OLE staff and faculty on how they can apply program findings to improve training outcomes. Provide advice and guidance to OLE leadership, Executive Office of United States Attorney’s (EOUSA) leadership, and/or senior Department of Justice officials on OLE training outcomes and how to further enhance those outcomes based on findings of evaluation and research programs. At the end of each fiscal year, aggregate and report the quantitative and qualitative data collected for inclusion in OLE’s annual summary report. Quarterly or as requested, report on work completed and objectives accomplished in OLE’s research and evaluation programs.
