RESPONSIBILITIES & DUTIES:

Provides overall administration and coordination of the resources and activities of the CAPS clinic, including strategic planning and goal setting, identification and attainment of service objectives, staff, financial, and other resource management and allocation, program evaluation, counseling, outreach, consultation, and preventive mental health activities which effectively deliver on the University’s strong student-centered philosophy. Develops, implements, and assesses the vision, purpose, aims, objectives, and strategies for all programs and services within CAPS. Develops the overall counseling services’ planning, implementation, assessment, and quality improvement plan to ensure a positive experience for students, faculty, and staff with an emphasis on student development, satisfaction, and retention. Advises the AVP and other University officials on crisis concerns providing leadership on matters related to mental health services and interventions. Develops and updates an emergency plans to ensure safety and business continuity for students and staff in CAPS. Facilitates development of a data-driven approach to problem solving and decision making. Develops and implements workshops and written materials to promote CAPS services and assists students, faculty, and staff in matters of mental health. Ensures CAPS compliance with relevant Federal, State, and local laws as well as relevant professional standards, CSU and CSUCI policies, procedures, and guidelines. Recommends, develops, and implements changes in campus policy and CAPS procedures to support compliance. Plans, prepares, allocates, and manages financial and staff resources for CAPS. Works with community partners and vendors to provide needed mental health support services such as psychiatry and sexual assault advocacy and clinical services. Hires, trains, supervises, and evaluates all staff within CAPS. Establishes relationships with other institutions to facilitate CSUCI CAPS ability to serve as a training site for masters and doctoral trainees. Develops and implements appropriate clinical training and supervision structures to ensure effective services are provided to CSUCI students through clinical trainees and supports effective professional development of trainees and their supervisors. Creates, develops, and maintains a robust Mental Health Peer Program (MHPP) and CAPS Peer Support Center. This includes training and supervising the Coordinator of the MHPP. Provides limited clinical services and consultation/liaison to the University community, particularly in high-risk and crisis situations. Produces administrative and financial plans, proposals, and reports to advance the work of CAPS and/or to properly inform internal and external constituents on important issues. Fosters effective working relationships with faculty, staff, and administrators. Serves as a member of the SLSP leadership team. As a Student Affairs Director, serves as a leader and contributes to the overall development of the Division. Serves as an active and contributing member of the Campus Access, Retention, and Equity Team (CARE) and Behavioral Intervention Team (BIT) as the mental health expert. Engages in interventions to support student well-being and de-escalation of student issues of concern.  Makes level-headed decisions in crises. Alerts top management about relevant threats. Must maintain required confidentiality and report individuals at risk of harm to self/others as legally required. Serves on Divisional and University committees. Participates in professional organizations pertaining to psychological services, student affairs, and higher education. Assists the AVP in providing leadership to special projects. Performs additional related duties as assigned.

REQUIREMENTS OF POSITION: 

Education: Master's degree from a regionally accredited university in counseling psychology, clinical psychology, counselor education, social work, marriage and family, or other closely related discipline required; an earned doctorate is

strongly preferred. Must have had a supervised internship, supervised field placement, or equivalent as part of the requirement for the degree, which included clinical assessment, counseling, and crisis intervention, preferably with a diverse college-age population.

Experience: Must have substantial post-licensure clinical experience with evidence of increasing supervisory and administrative responsibilities over time; five or more years of post-licensure experience with two or years in a college or university counseling environment strongly preferred. Must hold current, valid, and unrestricted license to practice in any US state from the Board of Psychology, or the Board of Behavioral Sciences in California. If licensed in another state, California licensure must be obtained within six months of hire. Graduate-level academic training in clinical and professional functioning, such as: diagnosis and assessment, counseling theory and practice, ethical issues, supervision, diversity, and research.

Other Knowledge/Skills: Excellent oral and written communication skills, ability to exercise resourcefulness, good judgment, and clinical acumen in a fast-paced environment. Must have abilities and attributes that enable effective representation of mental health issues in the campus community, and effective interaction with, and the ability to gain the respect of, counseling staff, colleagues, administrators, faculty, staff, parents, and students. Evidence of involvement and commitment to educational and professional development. Demonstrated capability in data analysis related to clinical service delivery, quality assurance, and staff performance. The ability to present comprehensive evidence-based information to management, faculty, staff, and student groups. Knowledge of budgeting and forecasting for purposes of assisting in the development of a student affairs organization. Strong team building skills. Experience working within an integrated and cross-collaborative approach to care. Experience with emergency management and/or behavioral/healthcare intervention activities. Demonstrated ability to administer a comprehensive counseling program to meet the needs of a diverse community and in delivering student-centered services and programs. Must possess a high degree of initiative to accomplish University and DSA goals. Knowledge of National, State, and local laws related to providing mental health services including FERPA & HIPAA. The ideal candidate will possess experience developing and implementing a variety of approaches to the management of client demand, including stepped care, and to expanding student access across a range of modalities and interventions, including group therapy and peer support. Training and/or experience serving on Care and/or BIT teams, familiarity with current issues and trends in higher education, and management experience in a collective bargaining environment are preferred. Takes an active role in helping to embed the values of diversity, equity, and inclusion in all aspects of University work, in every division, and participate at least once annually in professional and/or leadership development opportunities that will contribute to campus efforts to advance racial and social justice in and through education at CSUCI and beyond.

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. The person holding this position is considered a Campus Security Authority as defined by the Jeanne Clery Campus Security Act while functioning as a manager and in this role and must provide reports regarding Clery crimes about which they become aware to the designated campus authority. However, CSA reporting requirements do not apply when providing clinical services.

The person holding this position is considered a ‘mandated reporter’ under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083, revised July 21, 2017, as a condition of employment.

Up to one day of telecommuting may be available based on operational need.

Hiring Range: $10,416 to $11,250 per month
