Position Overview: UMBC is seeking a Director of Campus Planning to leads the campus planning team. The campus planning team is charged with short- and long-range plan development, space needs and facilities analyses, facility programming, preliminary design and scope development, cost estimating and asset inventory management.

Responsibilities:
  • Manages and guides Campus Planning professional staff in the performance of their daily responsibilities, which include space layouts and design, space utilization analyses, facility program development, project scope and cost estimating, targeted long-range planning, improvement planning that removes physical barriers and promotes accessibility, documentation of facilities assets and infrastructure and facilities master planning.
  • Prepares and advances capital budgets and program requirements for five-and ten-year capital plans inclusive of preparing testimony for the President for State budget hearings and managing the approval process with the University of Maryland and Maryland Department of Budget & Management.
  • Provides analytical and technical expertise for space layouts and design, space utilization and scenario planning, building and infrastructure condition assessment and renewal planning, project scope development, facility programming, cost estimating and strategic planning of physical campus development.
  • Facilitates and administers UMBC space management policy and change process fairly and efficiently through evaluation of needs, analysis of existing space use, development of space use scenarios and effective communication of recommendations to the university’s senior administration.
  • Serves as senior advisor on various UMBC, USM and state committees related to space, budgeting and strategic planning.
  • Provides ad hoc data analysis and reporting on facilities and budget datasets.
  • Participates in Architect/Engineer and Prime Contractor procurements. Advises project managers, design committees and consultants to implement appropriate space and program criteria to ensure that current and future projects comply with approved scopes and authorized budgets.
Required Minimum Qualifications:
  • Bachelor's Degree in Planning, Architecture, Engineering or a related field
  • Five years of progressively responsible planning experience
  • Must have strong planning credentials and communication skills
  • Position requires considerable resourcefulness, tact and a thorough knowledge of complex policies and procedures
  • Valid Driver's License
Preferred Qualifications: 
  • 10 years of progressively responsible planning experience, with at least three years leading planning efforts
  • Professional Engineer's License, Registered Architect or certification from the American Institute of Certified Planners
