Primary Purpose of Organizational Unit
The School of Government at the University of North Carolina at Chapel Hill works to improve the lives of North Carolinians by engaging in practical scholarship that helps public officials and citizens understand and improve state and local government. As the largest university-based local government training, advisory, and research organization in the United States, the School of Government offers more than 200 courses, webinars, and specialized conferences for more than 14,000 public officials each year. In addition, faculty members annually publish approximately 50 books, manuals, reports, articles, bulletins, and other print and online content related to state and local government. The School is also home to a nationally ranked graduate program in public administration and specialized centers focused on information technology and environmental finance.
The Business and Finance Division accounts for, reports on, and safeguards the financial resources of the School of Government and its related associated entities (including the School of Government Foundation and School of Government Services) in a manner that supports the School’s mission. The Business and Finance team is committed to issuing accurate and timely financial information, as well as providing the highest level of customer service to faculty, staff, and clients.
Position Summary
This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.
Working closely with the Assistant Dean of Business and Finance, the Director of Budget & Finance provides overall analytical and financial management guidance to the School of Government as it relates to budgeting and finance. This position provides executive leadership of sponsored project activities and develops and manages the School’s finance plan. This position oversees the School’s contracts and grants administration function , including research policy administration and compliance. This position is also responsible for the School’s budget administration, analysis, and reporting, including monitoring budgets and accounts, financial planning, accounting, documentation, and reconciliation. This position will serve as backup to the Assistant Dean of Business and Finance Operations. 
Minimum Education and Experience Requirements
Mid- to late-career with Masters and 2- 4 yrs experience; Bachelors and 3-5 yrs experience

Preferred Qualifications, Competencies, and Experience
1 Advanced Degree in Finance, Accounting, Public Administration, Business Administration, or related field: A master’s degree or higher in a relevant field is preferred.
2 Experience in Higher Education/ Knowledge of University Policies and Procedures: Experience working in a university or academic setting, especially in finance or budgeting roles. Familiarity with university financial policies, procedures, and compliance requirements.
3. Budgeting and Financial Planning: Demonstrated experience in developing and managing budgets, financial planning, forecasting, and analysis.
4. Leadership and Supervision: Experience in leading and supervising a team, providing direction, training, and development opportunities.
5. Financial Reporting and Analysis: Strong analytical skills with the ability to prepare complex financial reports, analyze spending patterns, and forecast budget needs.
6. Communication and Collaboration: Excellent communication skills with the ability to collaborate effectively with internal departments and external stakeholders.
7. Process Improvement: Experience in driving process improvement initiatives, streamlining operations, and implementing best practices.
8. Technical Skills: Proficiency in financial management software and tools, as well as Microsoft Excel, Tableau and other data analysis tools.
9. Knowledge of UNC CH policies
