Job Summary:

The Division of Diversity, Equity, and Educational Achievement (DDEEA), the central convener and leader for campus-wide diversity and inclusion efforts at the University of Wisconsin- Madison, is seeking a Director to lead the Office of Affirmative Action Planning and Programming (OAAPP) and serve as the Affirmative Action Officer for the institution. The Director will oversee UW- Madison's strategies and compliance related to affirmative action and equal employment opportunity in the workplace. OAAPP develops and implements UW-Madison's annual affirmative action plan and serves as a resource for workplace diversity, equity, and inclusion by providing data-informed analyses, inclusive workplace resources, and consultation to schools, colleges, and divisions across campus.
The Director will supervise staff, oversee the office budget, lead efforts to coordinate campus compliance with relevant regulations, and partner with the Assistant Vice Provost for Accessibility and Belonging Administration (ABA) in developing and enhancing consultation resources, toolkits, and services to support affirmative action workforce efforts.
The Office of Affirmative Action Planning and Programming (diversity.wisc.edu/affirmative-action-planning-programming ), is housed in the DDEEA's Accessibility and Belonging Administration portfolio. The ABA portfolio also includes: the Office of Professional Development, Education, and Innovation (currently under development), the Employee Disability Resources Office (employeedisabilities.wisc.edu ), and the Learning Communities for Institutional Change and Excellence (LCICE) (lcice.wisc.edu).
This position reports to the Assistant Vice Provost for Accessibility and Belonging Administration within the DDEEA and will work closely with campus stakeholders who support employees on campus including the Office of Human Resources (OHR) and the broader UW-Madison HR community.
About the Division of Diversity, Equity and Educational Achievement (DDEEA)
Under the direction of the Deputy Vice Chancellor for Diversity & Inclusion, Vice Provost, and Chief Diversity Officer (DVCDI/VPCDO), the Division of Diversity, Equity, and Educational Achievement (DDEEA) supports the mission of the University of Wisconsin-Madison as it works to create a diverse, inclusive, and excellent learning and work environment for all students, faculty, staff, alumni, and partners at the university. The DDEEA is comprised of administrative, education, scholarship, and service programs whose work overlaps with the core values of community, inclusion, organizational excellence, transparency, and accountability. The DDEEA collaborates, leads, and consults in efforts to seed new initiatives.
Job Responsibilities Include:
1. Oversight of OAAPP's Overall Program and Strategic Priorities
- Serve as the UW Madison Affirmative Action Officer.
- Monitor developments and changes with federal, state, and local compliance requirements related to Affirmative Action and Equal Employment Opportunity regulations.
- Provide guidance and expertise on Affirmative Action and Equal Employment Opportunity regulations.
- Lead and oversee the preparation of the annual Affirmative Action plans, programs, and audit preparation required by law and applicable regulations.
- Direct the development of long and short-term strategic plans to ensure compliance, develop and engage in consultation services to campus, and deliver resources supporting skill building for hiring authorities focused on inclusive and equitable employee recruitment, retention, and promotion.
- Use workforce data to evaluate and advocate policy and program adaptations intended to diminish/eliminate disparate impacts and enhance workplace equity.
2. Implement, coordinate, and partner with campus-wide stakeholders for successful Affirmative Action and Equal Employment Opportunity programs, procedures, and resource delivery.
- Partner and collaborate with relevant campus stakeholders who lead, support, and/or engage in Affirmative Action and workplace equity efforts including, but not limited to: Office of Human Resources, Office of Strategic Diversity Planning and Research, Office of Compliance, Employee Disability Resources, and the Ombuds Office.
- Align and elevate OAAPP educational outreach, workshops, capacity building programs, and resources provided to campus to address areas of concern and emerging trends.
- Serve on university committees and task forces to engage and partner with key campus constituents including Deans, Associate Deans, Human Resources professionals, and University Leadership.
- Serve on internal DDEEA committees.
3. Personnel Management & Supervision
- Supervise and support the Workplace Equity, Diversity, and Inclusion, Outreach Specialist and the OAAPP Data Analyst.
- Supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 FTE or equivalent employees.


Responsibilities:
Plans and provides direction for the administrative operations of a division or business unit(s) of the institution to advance program goals and objectives.
  • 15% Directs, implements, and monitors strategic planning initiatives to ensure appropriate use of financial, administrative, and staffing resources
  • 10% Recommends, reviews, and directs personnel resource allocation to ensure appropriate utilization of resources
  • 15% Supervises managerial, professional, and support staff of the unit or division and facilitates unit staff developmental opportunities
  • 20% Serves as the unit liaison to internal and external stakeholder groups providing organizational information and representing the interests of the unit
  • 20% Develops and audits administrative operating reports, budgets, policies, and procedures to comply with regulations, institution policies, and business objectives
  • 10% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees
  • 10% Serves as the campus Affirmative Action Officer

Qualifications:

Required:

  • Two or more years of professional experience leading compliance of Affirmative Action/Equal Employment Opportunity planning
  • Knowledge of federal, state, and local laws, regulations, and guidelines related to Affirmative Action and Equal Employment Opportunity, and full-time professional experience monitoring, interpreting, and managing compliance with said regulations.
  • Experience providing trainings, resources, and/or presenting data analytics related to workplace equity and Affirmative Action and Equal Employment Opportunity.
  • Excellent oral and written communication skills, interpersonal skills, problem-solving skills, strong attention to detail, and ability to interact professionally and build effective collaborations among colleagues and members of the campus community representing diverse cultural backgrounds, educational attainment levels, roles, and responsibilities.
  • Ability to employ a high standard of excellence while providing and maintaining an excellent level of customer service, professionalism, and high team morale in a fast-paced working and learning environment.

Preferred:

  • Experience with audits in Affirmative Action/Equal Employment Opportunity
  • Experience in higher education administration.
  • Experience supervising full-time professional staff

Salary:

Minimum $100,000 ANNUAL (12 months)
Depending on Qualifications
The starting salary for a candidate who needs to learn the responsibilities of the position and is not yet performing the full scope of the position is between $100,000 and $105,000.
The starting salary for an experienced candidate who can fulfill most job responsibilities independently is between $105,000 and $110,000.
Actual pay is determined at hire and is based on experience and qualifications.
