The University System of Maryland Office (USMO), led by Chancellor Jay A. Perman, is the staff to the Board of Regents. Staff members advocate on behalf of the 12 USM institutions, facilitate collaboration and efficiencies among the institutions, and provide information about the system to the public. With leadership from the USM Board of Regents and Chancellor Perman, the USMO coordinates academic programs, assists with long-range planning and resource management, facilitates private fundraising, and provides financial stewardship.

Position Summary/Purpose of Position:

This position is located in the Adelphi Office, with the option to telework part of the week. The Director of the Maryland Center for Computing Education (MCCE) is responsible for leading initiatives to improve P-12 computing education throughout Maryland and managing at least 3 staff positions. This pivotal role encompasses strategic oversight of all MCCE activities, effective management of personnel and partnerships, and diligent financial management. The Director is instrumental in developing and executing policies defined in the governing legislation, “Securing the Future: Computer Science Education for All Act” on July 1, 2018 (Maryland Code, § 12-118), as well as programs aimed at ensuring equitable access to computing education for all students in Maryland’s public P-12 schools.
Responsibilities

Oversight of MCCE Operations:
  • Responsible for developing equitable processes for distributing MCCE funds to K-12 schools and Maryland higher education institutions in support of ongoing professional development for current teachers and pre-service teacher certification programs.
  • Responsible for overseeing and delegating work that ensures smooth operations, timely and accurate payments of invoices, honoraria, consulting fees, etc.
  • Oversees onboarding and selection of facilitators and ambassadors.
  • Oversees the issuing of grants.
  • Oversees the design and delivery of professional development activities and events.
  • Responsible for responding to PK-12 school systems and Pre-service Education program needs.
  • Monitors budgets and spending, reviews financial reports, and ensures financial accountability and transparency.

Collaboration and Strategic Planning:
  • Works with stakeholders (including the Maryland State Department of Education, local school systems, state and local CS organizations, etc.) to update and monitor the MCCE implementation plan, consider new initiatives, and develop or arrange professional development to meet emerging needs.
  • Provides Computer Science education & pedagogy expertise, leadership, and mentorship to support success in each district and pre-service program.
  • Engages with national and international peers to assess best practices, discover new resources, and identify partnership opportunities.

Data Analysis and Performance Improvement:
  • Monitors statewide and district-level data and reports to identify performance gaps and develop strategies to address them.
  • Gathers and analyzes feedback from beneficiaries of MCCE events, professional development, and grant funding.

Communication and Promotion:
  • Communicates MCCE successes, opportunities, and resources through various channels such as email, the MCCE website, newsletters, and meetings.

Minimum Qualifications:
Required Education Level/Certifications:
Master’s degree in Education, Computer Science, or related field. 
Required Experience:
Experience in developing or managing computing education programs at the P-12 level.
Required Knowledge/Skills/Abilities:
  • In-depth knowledge of current trends and best practices in computing education, including curriculum development and educational technology.
  • Proven leadership skills in team and project management, strategic planning, and resource allocation.
  • Excellent communication skills and the ability to work effectively with diverse stakeholders.
  • Proficiency in educational data analysis and budget management, ensuring resource efficiency.
  • Ability to adapt to evolving educational landscapes and advocate for the importance of computing education.
  • Ability to provide a deep understanding of educational theories and computing technologies.
Preferences:
Preferred Experience:
  • Experience in educational policy, particularly in areas related to computing or STEM education.
  • Experience with implementing computer science standards.
  • Experience leading teams in diverse educational settings, including urban and rural environments.
  • Experience advocating for educational initiatives at various forums, including educational conferences, legislative hearings, and public events.

  • Knowledge of computer science languages, including programming, and familiarity with education technology and the application of technology to teaching and learning.
  • Understanding of student cognitive development ages 5-18.
