Position Overview

The primary role of this position is to direct and oversee the Homeland Security Law and Policy Master’s Program at the Leavenworth campus and the associated Graduate Certificate in Homeland Security Law and Policy. The program director will work closely with the School of Law and the Edwards Campus and provide strategic direction for these academic programs. The programs are located at the Leavenworth Campus but office space for the Director will at the KU School of Law in Green Hall on the Lawrence campus.  Women, minorities, and candidates who will contribute to the climate of diversity in the Law School and the University are especially encouraged to apply.


Job Description

Program Leadership (25%)

  • Provide strategic leadership for the program and ensure strong collaborative relationships between the School of Law and the Leavenworth Campus administration.
  • Promote a collegial environment among faculty teaching in the program, including cross course coordination and ensure that the degree and certificate programs remain aligned with the School of Law mission and are enhanced University partners.
  • Participates regularly in the Leavenworth Program Leaders Council.
  • Advises School of Law and Leavenworth Campus administration on budget preparation.

Curriculum Development/Management and Instructional Oversight (20%)
  • Develop mechanisms to receive consistent feedback from the relevant constituencies, including the creation of an advisory board and participation in professional meetings to ensure the continued relevance of the curriculum to meet student and workforce needs.
  • Identify program goals for students in appropriate language for marketing.
  • Develop a two- or three-year course rotation plan, collaborating with student services coordinator and department chairs of the College/Schools to schedule core and elective courses.

Student Recruitment, Admission, and Retention (25%)
  • Work with the Leavenworth Campus Student Services Manager to establish enrollment goals and implement a recruitment plan designed to meet such goals.
  • Participate in recruitment and orientation activities including in-service lecturers, open houses, professional lecturers, etc.
  • Make admission decisions within parameters set by the School of Law and Graduate Studies.
  • Develop and implement programs and processes to promote retention of students and make program adjustments as needed.  
  • Advise and mentor students on career and educational choices including job hunting and professional networking. Work with external organizations to find internship opportunities for students.

Teaching Responsibilities (15%)

Engages in course delivery and instruction as needed for the interdisciplinary master’s program and certificate.  The director typically will teach one class per academic year.

  • Develop curriculum, course materials, and syllabi as necessary.
  • Evaluate student work and administer and grade assignments and exams.
  • Provide office hours and/or other means to effectively communicate and/or meet with students as needed and to provide feedback to students. 

Program Quality and Assessment (10%)

Ensure program and instructional quality through the following activities:

  • Contribute to course evaluation, transformation, and assessment efforts. 
  • Conduct annual program reviews and other assessment mechanisms to ensure program coherence and full compliance with guidelines and policies of the Higher Learning Commission (HLC), Board of Regents, and the American Bar Association (ABA).
  • Work with faculty, student employees and the KU Center for Online and Distance Learning to transition courses to online delivery. Continuously monitor online course offerings to ensure content remains relevant and refreshed on a regular basis.
  • Ensure that the homeland security curriculum reflects the most current research in the area.  Shares findings with homeland security faculty, regional players (DHS, FBI, etc.)  

Supervisory and other duties as assigned (5%)
  • Supervise and coordinate the work of student employees and perform other duties as required and necessary to ensure academic program success.

Required Qualifications

  • J.D. from an ABA accredited law school.
  • Five years of law practice, or law teaching, or other post JD legal experience.  Other post JD experience may include legal practice, judicial clerkship, teaching fellowship or any such combination of comparable legal experience.
  • Three years of leadership experience in supervising, directing and/or managing large scale or complex programs.
  • Experience making presentations in a teaching environment or public presentations as demonstrated through written materials and the interview process.

  • Preferred Qualifications

  • Experience working with diverse individuals, including adult learners, instructors, administrators, military personnel and professional groups.
  • Experience in curriculum development for master’s level programs.
  • Experience working in and/or with law enforcement, the military or other homeland security related professions.
  • Experience in developing/delivering distance learning.
  • Prior supervisory experience.

    Commensurate with experience; minimum starting, $71,000/year
