Scope of Position
Under the leadership direction of The Ohio State University Wexner Medical Center, The James Cancer Hospital and Solove Research Institute, and their respective medical staffs, this position acts as the senior health information administrator responsible for the overall direction of the medical information management functions for the organization. The medical information management department is responsible for medical information services supporting inpatient and outpatient areas of the Brain and Spine Hospital, Dodd Rehabilitation Hospital, East Hospital, OSU Harding Hospital, Ross Heart Hospital and University Hospital, New Albany Ambulatory Surgery Center in addition to management and maintenance of medical record processes for community connect affiliates. Enterprise areas include master patient index, document imaging, transcription management, release of medical record information, storage and retrieval, vital statistics records and medical record completion. This position serves as the subject matter expert for accreditation, regulatory requirements, release of information, and HIPAA privacy standards. This position serves in a consultative role to OSU Physician Group and OSU Health Plan. This position acts as the custodian of the legal medical record for the enterprise.
The medical information management enterprise is linked to the health system colleges and contributes to the academic and research mission of the university by training health information management students, and advising on access to the electronic medical record and release of medical record information for research purposes. This position advises on legal and accreditation requirements associated with access and release and design of electronic medical records. Works with administration, medical staff, hospital staff, patients and customers to enhance medical information in support of improved patient care, teaching, and research.


Position Summary
This position provides administrative direction for medical information management operations of the legal medical record, enterprise master patient index, document imaging, transcription management and processing, data completion, data storage and file services, release of information activities, forms management, RAC compliance, Vital Statistics, Recovery Audit Contractor (RAC) compliance, Joint Commission accreditation, and disaster preparedness.
The Director of operations serves as a subject matter expert on collection, storage, completion, retrieval and release of medical information for patients or other parties. Must be subject matter expert regarding sanctions and guidelines for regulatory agencies; know federal, state and government regulations related to requests for records and ensure requests are fulfilled within the prescribed timeframe, e.g. RAC, Permedion, KeyPro, etc.. The director acts as liaison with medical record storage vendor, forms vendor, transcription vendor and release of information vendor for medical record requests.


The Director is responsible to plan, organize, staff, influence and control Medical Information Management Operations programs, policies and activities for timely completion and requests for medical records. The Director works with the organizations administrative bodies to recommend or implement modifications to Bylaws or Rules & Regulations of the Medical Staff with regard to patient records.


Minimum Qualifications For Hire:
Five years experience in hospital medical information management, required. Bachelor's degree in Health Information Administration or equivalent degree required. Master's degree in Business Administration, Computer and Information Science or Public Administration preferred. Certification as a Registered Health Information Administrator required. Considerable progressively responsible administrative medical information management experience required. Knowledge and experience with electronic health record and health information management applications required.
