Position Summary Information


Primary Purpose of Organizational Unit
The Engineering Services Department (ES) within Facilities Services provides engineering services to the UNC at Chapel Hill campus, a highly complex campus with a large number and variety of buildings and structures. ES provides engineering expertise for all engineering facets for the campus. ES is responsible for project development for all University Engineering led projects including repair, renovation and new construction; management of capital budgets and administration of design contracts associated with these projects. In addition, ES is responsible for development of high functioning campus engineering design standards, design of engineered systems, inspection of all projects implemented within campus buildings, engineering support of Building Services personnel, leads energy management and water conservation efforts, and building commissioning services.
Position Summary
A SIGN-ON BONUS OF $7,500 IS AVAILABLE FOR THE SUCCESSFUL APPLICANT OF THIS POSITION PAID IN 2 INSTALLMENTS WITHIN 12 MONTHS OF HIRE:
$3,750 WITHIN 30 DAYS OF HIRE DATE & $3,750 12 MONTHS AFTER HIRE DATE.

This position will have overall management responsibilities for the supervision, maintenance and operations and strategic planning for the Energy Management section, which has responsibility for energy conservation activities; commissioning of Building Automation Systems (BAS), lighting systems and building envelope systems for new capital construction; targeted retro-commissioning of building HVAC and controls;, management of energy conservation projects, and design review of energy models and life cycles cost analysis. Works closely with the Facilities Engineering section to coordinate design guidelines to capture energy conservation targets and best practices, and provides daily engineering support for Facilities Services maintenance personnel for the UNC-CH main campus, outlying facilities associated with UNC, and Carolina North. Leads and directs the development and implementation of new rules, policies, and procedures in response to evolving changes related to energy management programs on campus. Manages and anticipates complex and problematic work situations and develops solutions; resolves unique and unusual problems that occur on a large research campus with diverse engineering systems. Responsible for multiple State mandated energy reports, including annual energy and water consumptions and cost reporting; performance reporting of completed energy projects; identification, prioritization and cost analysis of proposed energy and water conservation projects. Large outreach focus across campus to educate on energy policies, best practices and strategies to achieve mandated energy and water conservation goals. Active participation and mentoring of RESPC, the student green fee group, engaging with the EcoStudio independent study program to propose student intern projects and hosting of student interns; robust data analysis, including energy dashboard; on-going engagement with Sustainable Carolina to collaborate and implement strategies that advance the sustainability goals for the University. Position manages a staff of 6 including professional engineers, designers, commissioning technicians, and data analyst and has responsibility of supervising other project managers. Position is responsible for monitoring utility budgets and demonstrating savings related to completed energy projects, including savings projections for proposed projects.
Minimum Education and Experience Requirements
Engineer Supervisor: Bachelor’s degree in the engineering discipline related to the area of assignment and four years of related engineering experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Architect Supervisor: Bachelor’s degree related to the area of assignment and four years of related experience; or equivalent combination of training and experience. Licensed to practice architecture or landscape architecture by the North Carolina Board of Architecture or the North Carolina Board of Landscape Architects. All degrees must be received from appropriately accredited institutions.
Required Qualifications, Competencies, and Experience
Applicant must be a registered Engineer in the State of NC or obtain prior to start date. Thorough knowledge of state and federal rules and regulations governing engineering, public bid laws, and agency/university practices, procedures and principles. NC Driver’s License or ability to obtain one prior to start date.
Preferred Qualifications, Competencies, and Experience
Minimum of four years of related supervisory experience. Ability to communicate effectively both orally and in writing, be able to technically direct others, and establish and maintain effective working relationships. Strong interpersonal skills. Must have good leadership skills, as well as basic personnel and fiscal management skills.

To be eligible for a Sign-on bonus, an individual must not have worked in a probationary, permanent, or time-limited appointment in the last 12 months as an employee in North Carolina state government, including without limitation the judicial system, state executive branch agencies, and the university system.


 A newly hired permanent full time or permanent part-time (more than 20 hours a week) employee are eligible for a sign-on bonus (this will be prorated for employees working more than 20 hours and  less than 40 hours per week).

This SHRA Sign-on Bonus is contingent upon budget and final eligibility determination as of the effective date of hire. All recipients must sign the Pay Back Agreement form.
