About the Department:

The Global Artificial Intelligence Innovation & Literacy (GAIL) Center supports the Office of the Secretary of Defense (OSD), Chief Digital & Artificial Intelligence Office (CDAO) Vision and Mission by performing research, development, rapid prototyping, and experimentation of AI/ML technologies in cooperation with industry, academia, and government partners. In addition, the GAIL is tasked with accelerating AI/ML literacy throughout the Department of Defense to include Global Allies and Partner Nations as well as other U.S. Government Agencies. The initial use case is Global Information Dominance Experiments (GIDE) for eleven (11) Combatant Commanders.

About the Position:

The Director for Combatant Command Experiment Coordination Teams & Strategic GIDE Advisor identifies and coordinates the personnel required to coordinate and execute GIDE experimentation with the Crisis Management Teams for eleven (11) world-wide Combatant Commands, as well as provides strategic guidance to the CDAO GIDE Experimentation Team.

Responsibilities:

Combatant Command GIDE Coordination:

  • Leads and oversees GIDE Combatant Command Experimentation Coordination Teams for GIDE experimentation;
  • Coordinates GIDE experimentation requirements to support each Combatant Command Experimentation Team;
  • Identifies and solves issues that Combatant Command Experimentation Teams encounter; and
  • Coordinates Master Scenario Event List (MSEL) with GIDE Experiment Control (EXCON) and White Cell Team.

Liaison with Department of Defense organizations and Combatant Commands (CCMD) as well as other Government Agencies:

  • Establishes working relationships within DoD and CCMDs to understand their mission specific to AI/ML research requirements.  This includes meeting with their Service Component Commanders (Army, Navy, USMC, USAF, Space Force, etc.) with initial focus on the OSD/CDAO Global Information Dominance Experiments (GIDE) experimentation and the AI/ML mission related research required;
  • In coordination with OSD/CDAO, establishes relationships with our Allies and Partner Nations to identify their mission related requirements for AI/ML research and solutions;
  • Coordinates AI/ML research and solutions with academic, industry, and government partners;
  • Senior Advisor for Strategy and Plans; provides strategic guidance and planning for the Global Information Dominance Experiments (GIDE) experimentation, as well as Coalition/Joint All Domain Command and Control C/JADC2 development for the DoD; and
  • Other duties as assigned by the GAIL Executive Director. 

Required Qualifications:

  • Master's degree in related field;
  • Experience interacting with and briefing senior military, government, and industry officials;
  • Military operational experience that includes senior staff work at the Pentagon, senior service staffs, and Combatant Command staffs, typically gained in 20+ years;
  • Experience as a leader of Subject Matter Experts to solve intractable AI/ML problems that could negatively impact our National Security;
  • Significant experience working with Combatant Command staffs and Joint Directors for military operations;
  • Experience and knowledge with CCMD Operational Plans and associated Courses of Action;
  • Expert working knowledge of National Security strategies, planning processes, programming and budgeting processes, and Joint Service operations;
  • Self-confident in ability to meet and brief military General & Flag Officers (FOGOs), as well as Senior Executive Service (SES) personnel;
  • Self-starter requiring minimal direction to discuss GIDE experimentation problems with sponsors;
  • Interpersonal skills with the ability to communicate and lead effectively;
  • Ability to provide clear and succinct written communication and to convey complex problems in simple terms;
  • Proficient knowledge and skill using MicroSoft applications, i.e., Office Suite (Word, Access, Excel, PowerPoint); and
  • Current Top Secret/SCI clearance.
