Position Summary
Reporting to the Vice Chancellor for Strategic Infrastructure, the Deputy Vice Chancellor for Strategic Infrastructure has leadership responsibility and accountability of the following three core SIPC team areas:
  • Director – Space Planning & Management
  • Director – Design and Construction Delivery
  • Director – Engineering and Infrastructure Systems

The Deputy also supports the Vice Chancellor are real estate, campus master planning, building safety and codes inspection, project team support and administration.
Responsibilities of the Deputy Vice Chancellor include but are not limited to:
  • Development and oversight of strategic capital projects– from concept inception, programming, target budgeting and space needs development to final occupancy and financial project closeout.
  • Exceptional placemaking through the delivery of major capital projects in accordance with Board of Regents- approved campus masterplans and Capital Improvement Plan .
  • Partnership with the System VC and Campus teams to:
    • Lead from a system level the overarching (non-operational) strategic planning of physical plant, utility distribution systems, system wide energy/water efficiency and sustainability programs.
    • Champion systemwide strategies to assess and address deferred maintenance in alignment with the strategic needs of campus master planning and project development.

The Deputy Vice Chancellor for Strategic Infrastructure will, as needed, represent the System Administration before the Board of Regents and the Texas Higher Education Coordinating Board in matters related to facility projects. While maintaining a core office in System Administration, the Deputy Vice Chancellor for Strategic Infrastructure will work closely with the campuses creating a borderless team where expertise is utilized across campuses in all service areas.
ESSENTIAL TASKS
Planning Development, Implementation and Project Delivery (40%)
  • Develops and administers strategic services to all campuses for
    • Space Planning & Management – Project Initiation, Scoping, and Programming
    • Design Development and Construction Project Delivery
    • System Engineering, Sustainability, and Infrastructure
  • Champions the systemwide deferred maintenance and capital asset renewal program, annual condition assessments, and multiyear implementation efforts.
  • Partners with other SICP staff and the VC to develop clear, concise, consistent and accurate project reporting for capital construction, Reports include, but are not limited to, the annual Capital Improvement Plan and quarterly construction updates to the Board of Regents; coordinating board updates and presentations; and weekly and monthly reporting for the VC, System and campus leadership teams.
  • Assist VC in the development of multiyear Comprehensive Strategic Master Planning Efforts

Standards, Benchmarking and Best Practices (20%)
  • Develops and maintains design guidelines and standards for an integrated and comprehensive strategic infrastructure environment on all campuses related to efficient and sustainable landscape and site planning, space planning and utilization, architecture and building systems, building safety and security systems, physical plant engineering and utility distribution systems.
  • Adheres to and fosters high standards of ethical conduct, compliance with all applicable laws and regulations, and appropriate financial oversight and controls
  • Benchmarks with other best in class institutions and industry leaders and institutes best practices

Backup and Support to Vice Chancellor (15%)
  • Exercises fully delegated authority to act on behalf of the Vice Chancellor, Strategic Infrastructure as appropriate
  • Develops strong working relationships with community leaders at each institution, UNT System administrators, local municipalities and other higher education agencies
  • Collaborates seamlessly with University Provosts, Financial Officers, Student Affairs, Development Officers, and Campus Facilities Leads
Minimum Qualifications
The qualified candidate will possess a professional degree in Architecture, Engineering or a related field from an accredited university with a minimum of 10 years of progressively responsible administrative experience in a large, complex organization; or any equivalent combination of education, training and experience which provides the following knowledge, abilities and skills:
  • Professional PE or Architecture license or certification or the ability to transfer within 6 months.
  • Extensive experience with construction budgeting, project cost accounting, and resource allocation
  • Knowledge and expertise in areas of campus planning, urban design, and space management.
  • Experience in sustainability practices, total cost of ownership, and implications of projects on operating and maintenance
  • Ability to understand contracting documents and ensure compliance related to professional service providers.
  • Commitment to compliance with federal, state and UNT System statutory and policy requirements (or ability to rapidly assimilate)
  • Ability to develop metrics to evaluate progress in a continuous improvement environment
  • Strong prioritization, presentation, problem solving, analytical and critical thinking skills
  • Strong interpersonal skills and the ability to develop and maintain effective working relationships
  • Extensive experience leading capital planning, design, and construction teams in project delivery of complex projects, from development through implementation
  • Ability to apply broad functional knowledge and external awareness and assume accountability for performance and results
  • Ability to collaborate with university leaders across System members in the development of policy, programs and initiatives and target divisional outcomes
  • Ability to manage multiple assigned projects and client relationships, and to organize and prioritize time and resources to meet deadlines.
  • Ability to obtain appropriate results with minimum direction.
  • Ability to mentor team members and professional consultants.
  • Ability to communicate effectively with diverse populations both verbally and in writing
  • Ability to research, analyze and develop technical reports and presentations.
  • Ability to understand and comply with relevant procedures and regulations.
  • Ability to work with appropriate computer programs to organize and manipulate data (Excel, MS Project, PowerPoint, Word, AutoCAD, etc.)
Preferred Qualifications
  • Experience in a Higher Educational environment
  • Master’s degree, preferably in Architecture, Engineering, or a closely related field
  • Experience presenting to Board of Regents, Coordinating Commission or Legislative committees
  • Experience with major physical plant and campus utility distribution planning, design, and site development projects
  • Proven experience and commitment to Energy, Water, Site, and Building Systems Sustainability
  • Experience with optimization and retro commissioning of campus physical plant systems
  • Experience with deferred maintenance/capital asset assessments, Facilities Condition Index reporting and multiyear project renovation and renewal planning
  • Experience with Building Safety and Security systems
  • LEED Accreditation
  • Knowledge and experience with Capital Project Management or CMMS software systems
  • Experience with Building Safety and Security systems
  • Knowledge and experience with Physical asset management and assessment tools
  • Knowledge and experience with Space management database and assessment tools
  • Experience developing and maintaining multiyear major capital project development plans
