What You Will Do

 

The Richard P. Feynman Center for Innovation (FCI) advances LANL’s scientific and engineering research through progressive approaches to developing and managing intellectual property and the technology transfer life cycle.  FCI fosters our innovation capacity by nurturing and sustaining key public/private partnerships, building a strategic portfolio of interagency work to enhance Laboratory mission impact, transitioning technologies to market for commercial implementation, and promoting regional economic development. 

 

FCI has a diverse set of business and technical specialists (~ 40 staff) that work across six collaborative teams: Agreements for Sponsored Research, Business Development, Intellectual Property Management, Innovation Assets and Data Management, Licensing, and Technology Engagement and Entrepreneurship.  The organization assists with agreements across the full spectrum of research done at LANL including a broad set of technical topics such as, biological, chemical and earth sciences, materials science, quantum information science, high performance computing and engineering. 

 

As the Deputy Program Director (DPD) of FCI, you will partner with the Program Director to lead all aspects of Technology Transfer and program direction at Los Alamos National Laboratory.  Reporting to the FCI Program Director, you will provide technology transfer leadership for a premier DOE research and development organization. 

 

You will have broad responsibility for developing, implementing, and advancing FCI’s strategy to secure and exercise partnerships with non-DOE entities nationally and in the region.  You will also work closely with the FCI Program Director to lead the implementation of measures to strengthen Los Alamos’s position as a preferred partner in technology transfer.  These measures may include traditional federal technology transfer activities (e.g., Cooperative R&D Agreements, technology licenses, etc.) but extend into new and innovative programs to promote regional economic development.  The partnerships may be with large corporations or start-up companies and the technology areas for these agreements is diverse to reflect the multi-disciplinary nature of the cutting edge Los Alamos R&D that supports national security, energy security and other core DOE missions. 

 

Fundamental Responsibilities:


  • Work with the technical line organizations, and external organizations and individuals, to evaluate, negotiate, develop and maintain partnerships with private industries and/or academic institutions; Department of Energy/National Nuclear Security Administration customers, and other government agencies;

  • Interface with the full spectrum of FCI’s customers, clients, partners, stakeholders, and senior managers to ensure the FCI functions smoothly and the risks inherent in innovation and technology transfer are recognized and managed;

  • Ensure that individual partnerships and commercialization thrusts are beneficial to and consistent with Laboratory institutional strategies and programmatic goals;

  • Oversee and be accountable for teams of specialists developing work and other partnership agreement documents such as CRADAs, Licenses, Strategic Partnership Projects Agreements, Non-Disclosure Agreements, and agreements with academic Centers;

  • With the Program Director, work to integrate FCI business development and partnership endeavors with FCI Technology Engagement and Entrepreneurship (TEE) team;

  • With the Program Director, foster the relationship with DOE stakeholders at the Los Alamos Field Office and at DOE Headquarters and ensure it is productive and effective, and assume accountability for all work-agreement-related reporting requirements;

  • Ensure the quality of and guide the selection of sponsored work projects so as to maintain a healthy portfolio and balance among competing expectations. For example:  The Laboratory is expected to actively promote the transition of its taxpayer-funded technical inventions to the private sector and support the further development of these technologies via small projects with small to medium-size businesses, yet the Laboratory is also expected to develop and execute sensitive mission-supporting large projects with major US companies;

  • Work closely across FCI teams and Office of General Counsel – Intellectual Property (OGC-IP) to ensure alignment on intellectual property development and licensing strategies and activities.

Minimum Job Requirements:

 

Technology Transfer and Intellectual Property Management

Demonstrated experience working with technical line organizations (from management to the researcher level) and program offices to achieve targeted outcomes, broad experience engaging with senior level corporate managers, experience with Federal sponsors, as well as small businesses and local and regional partners. 

Advanced knowledge and experience working with these distinct audiences to reach technology transfer outcomes that are consistent and compatible with the Laboratory’s intellectual property portfolio, broader missions and consistent with DOE Technology Transfer goals.

 

Management and Leadership

Demonstrated experience not only working with senior level executives and officials as well as  direct experience managing personnel and leading teams in a technology transfer setting. 

 

Demonstrated success leading organizations and teams to establish and achieve objectives consistent with broader technology transfer goals and strategies. 

 

Demonstrated experience leading an organization in engagement with appropriate legal counsel to accomplish specified business goals in a technology transfer organization.  

 

Business Development

Advanced knowledge and experience with intellectual property agreements, sponsored research contracts and other types of technology transfer agreements

 

Advanced knowledge and demonstrated experience in business development approaches for reaching desired technology transfer outcomes in an R&D setting to achieve both national and regional impacts.  This will involve working across technical and business teams to develop business development strategies and executing with external partners in the private and public sectors. 

 

Federal/Academic, Networking and Interactions

Demonstrated ability to build, nurture, and leverage a network of academic and government technology contacts to promote Los Alamos technologies and capabilities for the purpose of identifying and executing on technology transfer opportunities. These contacts may be from Federal programs as well as academic technical leads and sponsored research and technology transfer networks. 

 

Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

 

Desired Qualifications:


  • Master’s degree strongly preferred;

  • Leadership experience in an innovative corporate, government, military, or service organization working in Research and Development;

  • Knowledge of Federal, DOE, and Laboratory technology transfer policies and standard university technology transfer practices;

  • Experience in commercial new product development, from discovering to inventing to patenting to piloting to marketing;

  • Recognized expertise in a mission-relevant scientific or engineering discipline, usually with significant work experience and national visibility;

  • Familiarity with principles applied to effectively drive successful technology start-up companies;

  • Familiarity with Laboratory technologies and operations.

Clearance: Q (Position will be cleared to this level).  Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
