Berkeley Lab's (LBNL ) Biological Systems and Engineering (BSE ) Division has an opening for a Deputy of Operations to join their leadership team.

Reporting to the BSE Division Director, you will serve on the senior management teams for the Biological Systems and Engineering Division, U.S. Department of Energy's (DOE ) Joint BioEnergy Institute (JBEI ), and Emery Station Operations Center located in Emeryville, CA. This role will be responsible for overseeing all operational services including Facilities and Space Planning, Property Management, Environmental Health & Safety, Budget and Financial Planning, Procurement and Materials, Human Resources, Information Technology, Communications & Outreach, Laboratory Operations, Strategic Development for Operations, and Administration.

The Operations Department is currently composed of approximately 30 staff, with an annual budget of approximately $5M. This role will be responsible for the direct supervision of approximately 8 staff members composed of administrative, scientific, and technical backgrounds. The Emery Station Operations Center, as a whole, has an annual budget of approximately $59M, including JBEI at $27.5M per year.

This position has an anticipated start date of June 3, 2024.

What You Will Do:

  • Serve on the senior management teams for the Biological Systems and Engineering Division (BSE), U.S. Department of Energy's Joint BioEnergy Institute (JBEI), and the Emery Station Operations Center (ESE).

  • Provide overall oversight and leadership for all operational functions, including facilities support, environmental health and safety, finance and procurement, human resources, information technology, communications & outreach, laboratory operations, administrative services, and operational strategic planning.

  • Partner with Biosciences Area Operations Deputies to ensure streamline communications and operations at all work sites.

  • Serve as the direct supervisor for approximately 8 operations employees.

  • Serve as a resource and provide advice and counsel regarding current DOE, national laboratory, and UC policies and procedures impacting the management of BSE, JBEI and other Emeryville scientific programs.

  • Serve as liaison/spokesperson and represent BSE, JBEI, and other programs to DOE, external agencies, industrial contacts, and participating national laboratories and other organizations regarding administrative and financial management, facilities, EH&S, and all other operational and business issues.

  • Serve on Berkeley Lab institutional and laboratory committees and panels.

  • Contribute to the development of divisional and/or institutional policies, systems, and procedures.

  • Collaborate with Biosciences Area management teams to enhance operations across the area and increase collaboration and synergize operational processes.

What is Required:

  • A Bachelor's Degree (or equivalent knowledge/training) in Business Administration or a related field and a minimum of 10 years of relevant experience in program, project, and financial management in a large complex research, scientific, academic, or operations environment or an equivalent combination of education and experience.

  • Demonstrated experience managing and leading a diverse team of scientific, technical, and operations professionals including hiring, training, and managing performance.

  • Demonstrated experience leading the planning, implementation, and organization of business, administrative, operations, and facilities-related activities, including space and facilities planning with familiarity of major federal and state regulations, in large programs or projects.

  • Demonstrated experience in the development of staffing plans within a large complex organization, including knowledge of human resources management principles.

  • Demonstrated written communication skills, including experience producing professional high-quality, error-free documents, reports, and presentations.

  • Excellent organizational skills, including experience handling competing priorities, meeting deadlines, and managing multiple projects.

  • Demonstrated oral and interpersonal skills, including experience interfacing with all levels of personnel both internal and external to an organization with a high degree of diplomacy, discretion, and confidentiality.

Desired Qualifications:

  • A Master's Degree (or equivalent knowledge/training) in Business Administration or a related field.

  • Experience with Berkeley Lab, University of California (UC), and/or Department of Energy (DOE) policies, procedures, and practices.

  • The Deputy of Operations is a career position that is appointed by and serves at the discretion of the Laboratory Director, and this appointment is at will and may be terminated at any time with or without cause.

  • This position will involve access to hardware, commodities, and technical information subject to export control regulations including, but not limited to, the Export Administration Regulations ("EAR") and/or International Traffic in Arms Regulations ("ITAR"). Accordingly, any hiring decision may depend in part on Berkeley Lab's ability to obtain or rely on federal government authorizations as required, if you are not a U.S. citizen, lawful permanent resident of the U.S. ("green card holder"), asylee, refugee, or other qualifying protected individual as defined by 8 U.S.C. 1324b(a)(3).

  • This position is expected to pay $201,552 - $251,928 per year for job code AB1.5, which fits within the full salary range of $201,552 - $340,092 per year. Salary for this position will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, certifications, and aligned with the internal peer group.

  • This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at the Emery Station Operations Center location at 5885 Hollis Street Emeryville, CA 94608. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
