Job Summary
The Deputy Chief Human Resources Officer (Deputy CHRO) reports to the Associate Vice Chancellor and Chief Human Resources Officer at the University of Wisconsin-Milwaukee. The position plans, organizes, directs and reviews the administrative and operational activities of the Department of Human Resources. The Deputy Chief Human Resources Officer oversees various human resources’ projects and services, ensuring alignment with university’s strategic goals. The Deputy CHRO is crucial to modernizing human resources practices and processes and acts on behalf of the Associate Vice Chancellor and Chief Human Resources Officer, leading and representing the department in the CHRO’s absence or as requested.
Specific responsibilities include but not limited to:
  • Directs and manages daily operations of the Department of Human Resources
  • In conjunction with CHRO, develops and implements strategic initiatives and plans
  • Monitors ongoing department activities and addresses complex issues and challenges
  • Supervises and leads human resources functional areas and activities to include customer service, recruitment, talent and performance management, training and development
  • Develops, interprets and implements policies and procedures to follow relevant laws, policies, and best practices
  • Provides leadership in operational and administrative matters, including organizational optimization and resource management
  • Develops, implements and monitors processes to improve efficiency and effectiveness, including implementation of technology and business strategies
  • Identifies trends that could affect departmental objectives and/or operational resources
  • Conducts research and analysis of trends including review of reports and metrics from HRIS system
  • Manages department contracts
  • Develops and leads talent acquisition strategy for employee recruitments
  • Develops effective performance management and training strategy
  • Serves as subject matter expert and advisor, disseminating best practices and providing updates on human resource objectives and initiatives
  • Represents the department on committees, task forces, and workgroups
  • Collaborates with diverse cross-functional teams and internal and external stakeholders
  • Leads and manages special projects
  • Maintains knowledge of laws, regulations, policies, trends, and best practices
  • Develops and audits functional area budget
  • Exercises supervisory authority of at least 4 direct reports
  • Provide overall support to the Associate Vice Chancellor & Chief Human Resources Officer as needed
  • Other duties as assigned

Hybrid work options may be available. Work will be performed primarily on the UW-Milwaukee campus, with requests for remote work considered after the initial training period. Specifics regarding work location requirements will be discussed during the interview process.
Minimum Qualifications
  • Bachelor’s degree in human resources, business administration, public administration, or related field, or equivalent experience
  • Five or more years of progressive experience in human resources, project management, or related roles
  • Demonstrated experience leading one or more functional areas
  • Experience working in higher education or another complex public sector organization
  • Experience with HRIS systems (e.g., PeopleSoft, Workday, etc.)
  • Experience analyzing and reporting data and metrics
  • Experience developing, interpreting, and implementing policies, procedures, laws, and regulations
  • Demonstrated experience working with diverse populations
Preferred Qualifications
  • Advanced degree in human resources, business administration, public administration, or related field, or equivalent experience
  • HR certification (e.g., SHRM, HRCI, etc.)
  • Experience working as a human resources leader within higher education
  • Experience managing budgets or contracts
  • Experience leading projects and initiatives
  • Experience leading or developing recruitment strategies
  • Experience leading or developing training/professional development strategies
  • Experience developing and implementing strategies and processes to improve efficiency and effectiveness
Target Salary Range $110,900 - $122,400. Final salary will be determined based off qualifications and experience.
