JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Electro-Optics Center (EOC), located in Freeport PA, a Division of the Material and Manufacturing Office (MMO) in the Applied Research Laboratory (ARL) at Penn State University is seeking a Department Head for the EOC Manufacturing Technology Department (EOC ManTech).  The Department Head reports to the Electro-Optics Division Head and will work out of the Freeport PA location.  The Department Head, along with immediate reports, will transition new electro-optics technologies and applications to Navy-selected focus platforms, through strong technical interactions with the Department of Defense (DoD) and its industrial base, demonstrating acquisition cost savings, lifecycle cost savings, and accelerating capabilities to the warfighter.

Responsibilities include:

  • Provide organizational leadership to EOC ManTech to include personnel management, recruitment, development, technical direction and retention of EOC ManTech employees
  • Serve as a principal investigator (PI) on ARL programs, effectively operating as the Program Director for the EOC ManTech Program Area
  • Basic and applied research of electro-optics technologies and manufacturing techniques, working closely with a multi-disciplinary team of engineers, scientists, industry and government stakeholders to solve manufacturing problems and develop solutions supporting military and intelligence community customers
  • Develop long-term professional relationships across industry system manufactures, the scientific community, and with sponsor/government leadership to ensure work is of high impact and consistent with the EO ManTech Program’s position of trust and contributes to the strategic direction of the Navy’s ManTech Program

Higher level responsibilities include:

  • Plan and direct research projects that have substantial impact that extends knowledge and understanding; plan, organize, and supervise the work of staff scientists, engineers and technicians.
  • Coordinate research and development activities between disciplines involving exploration of subject area, definition of scope and selection of problems for investigation and development of novel concepts and approaches.
  • Devise plan and lead work on extremely complex problems that impact the design success of current products or addresses broad design issues of future products or technologies.
  • Propose and lead new initiatives; guide programs of national or international significance; identify future problems, research trends and opportunities and direct and/or participate in major proposal preparation and presentation.
  • Participate and contribute to the strategic plan of the unit.
  • Mentor assigned staff in the development of technical, project, and business development skills.

This position will be filled as a level 3, 4 or 5 depending upon the successful candidate’s education and experience. Typically requires a Bachelor’s Degree or higher in an Engineering or Science discipline plus five years of related work experience or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs.

This position will be as either a Research and Development Engineer or Research Faculty.

Required skills and experience includes:

  • A minimum of 10 years of experience in managing electro-optics manufacturing or advanced electro-optics projects
  • At least two years of proven supervisory experience
  • Broad understanding of technology development and manufacturing; particularly electro-optics manufacturing and similar technologies
  • Working cooperatively with the Defense Industry
  • Identifying technology needs and demonstrated success in technology transition and implementation
  • Excellent communication and interpersonal skills, both written and verbal

Preferred skills and experience includes:

  • A Bachelor's Degree (Master's Preferred) in a technical engineering field
  • Possession of an active Secret (Top Secret desired) clearance
  • Significant experience with DoD Manufacturing Technology Program Offices
