DEPARTMENT OVERVIEW

Physical Planning, Development & Operations (PPDO) manages and oversees all University activities and services related to physical and environmental planning, design and construction, engineering, physical plant maintenance and operations, capital planning and space management, and the associated business services necessary to support these functions. The University’s main campus is spread across more than 2,000 acres and includes over 500 buildings comprising more than 8 million square feet. The department includes operating budgets of over $54 million, manages a project portfolio of approximately $950 million, and employs over 370 full-time staff to carry forth the duties necessary for the campus’ development and operation.

JOB SUMMARY

Reporting to the Director of Engineering Services under general administrative direction, this Decarbonization Infrastructure Program Manager strategizes and leads initiatives aimed at advancing and implementing the campus' Decarbonization and Electrification (D&E) Plan and associated infrastructure. This position leads campus efforts to reduce Scope 1 and Scope 2 carbon emissions to achieve carbon neutrality, ideally by 2030. Responsibilities include management of the scoping, programming, design, and construction of capital projects and major renovations. The role involves the collection, development, and analysis of technical data to define project requirements, estimate costs, and create notional project schedules. The incumbent collaborates closely with campus stakeholders- including the Sustainability and Energy Management departments- to manage solar PV projects, microgrid development, and the integration of solar power, battery storage, and net export to PG&E. The incumbent also works with campus stakeholders to align with campus-wide strategic priorities, as well as systemwide policy requirements. The Decarbonization Infrastructure Program Manager uses advanced engineering concepts and organizational objectives to plan, organize, and oversee the work of professional engineering staff engaged in the design and execution of major renovation and Capital Improvement construction projects. The incumbent also improves the design, operation, efficiency, and resiliency of physical plant engineering systems. This role utilizes project management and change management in support of complex programs.

 

APPOINTMENT INFORMATION

Budgeted Salary: $135,000 - $150,000/annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

25% - Program Management

  • Leads the planning and implementation of Decarbonization and Electrification (D&E) strategies, ensuring that policy ideas and advocacy approaches effectively move from concept to action.
  • Works with campus administration to plan, organize, lead, and perform the work of professional engineering staff engaged in project design and physical planning.
  • Broadly ensures that all campus planning, design, and construction efforts align with the campus decarbonization goals, following UCOP policy and the University’s Decarbonization & Electrification Plan.


25% - Project Management

  • Carries significant responsibility for the D&E program’s design development, construction projects, and programs.
  • Directs the planning, feasibility studies, design development, and construction of renewable, energy efficiency, and fuel-switching pilot projects.
  • Oversees the research, analysis, and studies of technologies and potential projects, assessing energy potential, energy savings, and overall project viability.
  • Conducts data analysis and creates metrics and KPIs to track performance for decarbonization and electrification planning and execution efforts.
  • Oversees the integration and appropriate application of emerging technologies and best practices.
  • Analyzes results and applies lessons learned toward the next phase of planning and for future phases.


10% - Change Management

  • Leads communications efforts for the campus Decarbonization & Electrification Program policy, ambitions, strategies, and progress.
  • Convenes philanthropy around aligned strategy and incorporates diverse perspectives to find solutions and overcome resistance to change.
  • Effectively communicates program and project progress to a wide variety of audiences, including technical experts, policymakers, laypersons, and community representatives.


10% - Planning

  • Works cooperatively with stakeholders, consulting design professionals, and related campus committees to develop area planning studies and master plans to guide future development.
  • Based on the campus LRDP and LRDP-EIR area planning studies, assesses existing conditions, evaluates potential building sites and related exterior spaces, proposes siting and design guidelines where appropriate, suggests suitable designs, and recommends the preservation of significant natural features.
  • Mitigates the impacts on the University's natural landscape and natural resources, and evaluates them as key components to incorporate into the D&E program and related projects.


10% - Code and Regulatory Compliance

  • Oversees or reviews engineering design development and construction documents to ensure compliance with the specified programs and policies of the University and UCOP.
  • For projects with a potential visual impact, presents the project design to the Chancellor’s Design Advisory Board and other campus planning committees.
  • Ensures compliance with all regulatory and permitting requirements.


5% - PPDO Representative

  • As needed, represents the Engineering Services department at meetings and conferences involving professional organizations, University, state, and federal levels of authority in matters relating to engineering design considerations and financial requirements.


5% - Grant Writing

  • Collaborates with campus stakeholders on grantmaking strategies and when necessary, contributes content for grants.


5% - Advocacy

  • Recommends to campus administration the major improvements and renovations on systems and utilities needed to support the D&E program’s goals and objectives.
  • Provides leadership and subject matter expertise for the decarbonization program efforts and advocacy for projects on the campus.


5% - Diversity, Equity, and Inclusion (DEI)

  • Investigates, partners with stakeholders, and addresses the most pressing equity concerns related to electrifying buildings.
  • Develops and implements a solutions-oriented approach to advancing equity through program strategy, management practices, and organization-wide leadership.

 

REQUIRED QUALIFICATIONS

  • Bachelor’s degree in Business Administration, Architecture, Engineering, Sustainability, Planning, or equivalent experience/training.
  • Must possess a valid Professional Engineering (PE) license upon employment. If the successful candidate is licensed in a state other than California, they must be able to acquire a license in California within one year of appointment.
  • Deep familiarity with energy efficiency, electrification, grid-integration, and decarbonization of buildings including technologies, design, delivery methods, and operations.
  • Advanced knowledge associated with the planning, design, and construction of engineering systems, including an advanced understanding of industry best practices.
  • Ability to work in a highly collaborative manner.
  • Ability to readily assess complex challenges and barriers and recommend effective resolutions.
  • Proficient with the following tools: Microsoft Office Suite, Energy Modeling software, AutoCAD, Building Information Modeling (BIM), Critical path scheduling, and Geographical Information System (GIS) software.
  • Strong communication and interpersonal skills to communicate effectively with all levels of stakeholders and exercise influence in writing.

SPECIAL CONDITIONS OF EMPLOYMENT

  • Selected candidate will be required to pass a pre-employment criminal history background check.
  • Must possess a valid license to drive in the state of California.
  • Must possess a valid Professional Engineering (PE) license upon employment. If the successful candidate is licensed in a state other than California, they must be able to acquire a license in California within one year of appointment.
  • Ability to perform essential physical job functions.
  • Ability to do occasional work in confined spaces such as attics and trenches while bending, stooping and/or kneeling with the possibility of being exposed to live electrical circuits and machinery.
  • The selected candidate will be required to work a hybrid work schedule and must be able to work successfully from a home/remote office and fulfill the requirements of the UCSC telecommuting agreement.
  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
