Clackamas Community College (CCC) seeks to hire a Dean of Campus Services [full-time] administrative position. PURPOSE OF POSITION :

The Dean of Campus Services oversees all elements of the physical campus including Maintenance, Grounds, Custodial Services, Plant Engineering, Environmental Health and Safety, Duplication, and Mailroom Departments.  Also included within the areas of responsibility are a variety of the College’s auxiliary services including, warehouse and deliveries, and the motor pool. This position also oversees annual and bond-related capital expenditures; annual capital expenditures are estimated at about $500,000 to $1,000,000 per year and capital bond expenditures when approved by the district’s voters. 

The initial review of applications begins of July 28, 2024. Applications will continue to be accepted on a rolling basis for a reserve pool. Applications in the reserve pool may be reviewed in the order in which they were received until the position is filled. Early applications are encouraged.

ESSENTIAL JOB FUNCTIONS :

1.  Assurance that Facilities and Grounds Provide an Optimal Learning Experience (30% of Time)
1.1.  Prepares and monitors annual operating budgets in excess of $4 million to sustain the Maintenance, Plant Engineering, Custodial Services, Grounds, Duplication, Mailroom/Shipping and Receiving departments at the College’s three campuses.
1.2.  Works with employees to set capital project goals and objectives that align with the College’s mission. 
1.3.  Works with the Director of Plant Engineering, the Director of  Mailroom, Duplication and Custodial Services and other staff to determine projects, priorities, and to complete projects that align with College’s mission and goals. 
1.4.  Provides executive leadership to the Campus Services Team. Communicates College visions, priorities, and strategies to Campus Services staff. 

2.  Management of Capital Improvements (40% of Time)
2.1.  Leads the College through the development of a facility deferred maintenance plan (Facilities Condition Assessment) and major capital master plan (Strategic Facilities Assessment and Mechanical Electrical Plumbing Masterplan) to identify critical projects and new projects that align with the College’s mission.  
2.2.  Prioritizes these projects to ensure the most critical elements are addressed.  
2.3.  Provides senior management and owner’s representation for all elements of each project from the selection of a project manager, architect, and/or engineer through the design and construction phase.   
2.4.  Presents masterplans, architect selections, and contractors, and design concepts to various college committees as required and the Board of Education in response to informational requests or for approval. 
2.5.  Interfaces and represents the College at city and county planning commissions. 
2.6.  Work with all stakeholders (internal and external) to develop building concepts and plans.
2.7.  Ensures the projects remain within budget and are delivered on time.  
2.8.  Writes and/or manages the writing of grants for additional capital funds for the College.


3.  Department Supervision (15% of Time)

3.1.  Hires new employees: reviews job descriptions, conducts interviews and reference checks, and exercises ultimate hiring authority over the process.
3.2.  Implements discipline, which involves the development of work plans, disciplinary papers, and discussions; terminates employees.  
3.3.  Develops goals and work plans for direct reports and reviews the same for subordinates.
3.4.  Prepares and modifies job descriptions for use in hiring activities or the review of existing positions. 
3.5.  Works with the Directors to set work schedules that align with the needs of the College. 
3.6.  Holds all staff and department meetings necessary to communicate direction and receive input on College issues. 
3.7.  Approve leave requests and timecards on a monthly basis.
4.  Representation of the Campus Services Department to Internal and External Partners (15% of Time)
4.1.  Attends numerous internal leadership meetings including Leadership Cabinet, Budget Advisory Group, Board of Education, and College Council. Represents Campus Services in the discussions, provides presentations, and gathers input for future decisions.  
4.2.  Meets with department groups, subgroups, or individuals to address concerns within the department or with the vision for future needs.
4.3.  Attends city and county commission meetings, business groups, citizen oversite groups, etc., representing the College in a positive manner.

REQUIRED QUALIFICATIONS :

  • Bachelor’s degree in a related field such as Civil or Mechanical Engineering, Plant Management, Business, or Public Administration; AND five years’ relevant work experience, including management and supervisory experience. Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.  

  • Advanced knowledge of plant management, engineering, industrial engineering, and project management principles and practices. 

PREFERRED QUALIFICATIONS :

  • Experience with facilities management.

SPECIAL REQUIREMENTS OR LICENSES :

  • The FEMA 200 Level Incident Response Training must be obtained within nine months of hire.

  • A driver’s license valid in the State of Oregon or an acceptable means of alternate transportation.

WORKING CONDITIONS :

  • The position requires minimal (20-40%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Frequent (51-80% of the time) use of office equipment.

  • The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc.   Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination.

  • The work environment is protected with only some occasional hazards or obstacles (20–40%).  There is a moderately low level of personal risk or hazard. Job conditions are occasionally uncomfortable, with moderate (20-40%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may have some responsibility for driving.

  • Occasional (21-50%) greater than 40-hour workweeks and evening meetings should be expected.

SUPERVISORY RESPONSIBILITIES :

  • Directly responsible for the supervision of five FTE positions and indirectly responsible for up to 40 employees.

SUPERVISION RECEIVED :

  • Works under the general direction of the Vice President of College Services.
