The Dean for Weapons Program Learning will analyze, develop, implement, and oversee a Weapons Learning Capability (WLC) framework and implementation strategy. The WLC is intended to foster a systems-based approach to knowledge-building to enable staff development across the four weapons program directorates (ALDX, ALDW, ALDWP, and ALDPI) . The WLC framework is envisioned to consist of customized course curricula, mentoring programs, educational partnerships, degree programs, and practicum projects within and across the LANL weapons program and capability organizations. The Dean will oversee the integration of new and existing learning components to build the overall WLC framework. This role will combine technical experience in weapons programs with demonstrated leadership of learning initiatives, educational partnerships and/or accreditation programs for program success.

The Dean will be directly responsible for:

• Applying technical weapons expertise to guide implementation of cross-cutting weapons learning programs and business practices

• Engaging staff and managers to assure a positive, high-quality learning environment

• Convening strategic intellectual discussions and setting academic directions of the WLC

• Defining metrics for success for the WLC and reporting to sponsors and Laboratory management

• Playing a key oversight role in program accreditation and review, and other processes that are important for continuous improvement of the WLC activities

• Establishing a WLC Senior Advisory Board

• Advising customers on cross-cutting learning initiatives to advance collaboration and innovation in the weapons program

What You Need

Minimum Job Requirements:

Technical Skills

For this role, you will need demonstrated expert-level knowledge and experience in one or more programmatic and/or technical areas relevant to the Weapons Program mission.

Learning Programs

You will also need demonstrated leadership of learning programs such as educational accreditation and review, curriculum development and oversight, mentoring programs and practicum seminars.

Program Management

At this level, you must have the ability to develop and implement a detailed vision and plan for the future of the Weapons Learning Capability that integrates effectively with complimentary learning strategies at the program and directorate levels. Demonstrated experience with the management of technical or non-technical programs, including success at project development, planning, negotiation, advocacy, resource allocation, management, execution, and customer interactions.

Teamwork/Communication

To succeed in this role you must have the ability to facilitate successful teamwork and consensus building across organizational and program boundaries. This includes excellent interpersonal and communication skills as evidenced by successful internal and external interactions and by briefings, presentations, and writings including the ability to explain technical and non-technical concepts to stakeholders.

Education/Experience: Position requires a Bachelor’s degree from an accredited college or university and 12 years of relevant experience or an equivalent combination of education and experience directly related to the occupation. A Ph.D. in science or engineering in a specialization relevant to weapons programs is strongly preferred.

Desired Qualifications:

Stakeholder Experience

Extensive experience working effectively with DOE HQ and NSE partners. Experience collaborating with university and community partners.

Standards Development

Experience in benchmarking, influencing, developing and implementing standards in technical and/or educational programs.

Additional Details

Directive 206.2-Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

• for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

• Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
