The Data Acquisition Project Manager will support the Baltimore Neighborhood Indicators Alliance-Jacob France Institute (BNIA-JFI) perform program evaluations for a project supported by Baltimore City’s Mayor’s Office of Recovery Programs (MORP). They will be responsible for coordinating data acquisition to support the project from city agencies and other organizations using American Rescue Plan Act (ARPA) funds. The Data Acquisition Project Manager is responsible for the data collection, management and advanced data analysis for ARPA funded programs through assisting with designing, maintaining or recommending data management systems; serving as a subject matter expert for data by demonstrating knowledge of data sources, availability, meaning and analytics and providing data context for new, innovative evaluations of programs. They will also support the evaluation efforts through project management and team coordination.

The Data Acquisition Project Manager will work directly with the Director of BNIA-JFI and other members of the research project team from the Schaefer Center for Public Policy (SCPP) and Jacob France Institute (JFI) as well as members of MORP.  The Data Acquisition Project Manager will build models to support the statistical analysis of a variety of place-based interventions and partner with the collaborators to deliver relevant analysis and insights. The Data Acquisition Project Manager will draft data reports and narratives to support evaluations. The Data Acquisition Project Manager will report to the Director of the Baltimore Neighborhood Indicators Alliance.

Key Functions/Responsibilities/Tasks: 

1. Coordinating data acquisition from key city, agency, and organizational partners. Coordinate and schedule meetings to explain data needs and purpose. Support the lifecycle of Memorandums of Understanding and Data Sharing Agreements as needed.  

2. Advanced data analysis, programing, and or modelling to support statistical analysis needed to conduct ARPA specific evaluations. Support and contribute to the drafting of reports. 

3. Project/research management for ARPA evaluations. Coordinating team meetings, ensuring that projects stay on schedule, and checking in with project stakeholders. 

4. Use subject matter expertise to suggest best practices for data collection, management, and analysis as it relates to individual projects.   

Required Education and Experience
Education:
Master’s degree in Geography, Data Science, Information Management, Statistics, Public Administration, Public Policy, Public Health, Data Science, Social Science, or other related field/discipline. 

Experience: Four years of professional experience, with at least two years of experience cleaning, analyzing, and visualizing data in Python, R, or other tools. Preference for a candidate with modeling experience.    

Required Knowledge, Skills and Abilities: Advanced skill in Excel, R, or Python. Interest and willingness to learn new technology and improve current processes for efficiency and automation. Strong oral and written communication skills. Possess strong data analysis and problem-solving skills. Highly accurate and detail oriented. Demonstrates initiative, organizational skills, and tactful communication. Demonstrates ability to collaborate and work effectively in a team environment.
