Centre ValBio Administrator (Chief Operating Officer) Brief Description of Duties: Centre ValBio is a world class research center created to help both Malagasy people and the international community to better understand the value of conservation in Madagascar and around the world through research, training and education. It encourages responsible use of natural resources in order to promote sustainable development in Madagascar. The Centre ValBio Administrator is responsible for overseeing various areas of operation at the campus in Ranomafana, Madagascar, the incumbent is expected to be a dynamic leader with a proven track record in the development, implementation and execution of programs, activities and services under their management. Working closely with Dr. Patricia Wright and other key staff both in Madagascar and SBU, the successful incumbent will have excellent interpersonal skills, exercising strong organizational skills with an exceptional attention to detail. Essential for this role is the adeptness to work independently as well as part of a team with a collaborative approach to problem solving. Dr. Patricia Wright also notes that having experience effectively multi-tasking with a high degree of accuracy and organization as well as experience interacting with a culturally and ethnically diverse population is essential for this role. Note, this position is 100% based in Ranomafana, Ifanadiana, Madgascar, home to Centre ValBio and the Ranomafana National Park. Duties: Center Administration: Provide leadership in managing all administrative aspects of running the Center including operational and strategic planning, business/program development, fiscal management, and administrative oversight of facilities, equipment, and personnel. Oversee the inventory and maintenance of the materials and equipment for the Education, Health, Kitchen and Administrative Offices. Educate and assist Madagascar researchers, staff and students in navigating regulations, any and all policies and procedures in a variety of areas (e.g., events, travel, moving, reimbursement expenses, and benefit packages). Maintain close communication with the ICTE staff on SBU campus for all personnel issues, including related budget matters. Liaise and coordinate with local partners, local authorities and Madagascar National Parks. Represent Centre ValBio at national and international meetings. Provide mentoring and supervision to direct reports and student assistants. Recruit, hire, and prepare performance evaluations for these positions with input and oversight from the Executive Director as needed. Fiscal Management: This position is responsible for overseeing the Centre ValBio Research Campus finances with a focus on results and financial accountability. Develop operating and strategic budget plans and requests. Monitor all Center accounts and grants in Madagascar. Maintain detailed and accurate records of revenues and expenses; project financial needs of the Center in Madagascar on both a short-term and an annual basis in collaboration with the ICTE staff on SBU campus. They will also organize and submit the annual report and the annual budget to the Provost, the Research Foundation and Centre ValBio Board. Outreach and Communications: In collaboration with Dr. Patricia Wright, establish and manage relationships with relevant stakeholders in Madagascar and serves as the primary project representative of Stony Brook University on the ground (i.e., government officials, the private sector, local and international NGOs, implementing partners, and community members). Monitor and foster a positive public perception of the Center through effective public relations that influence opinion and promote ideas. Collaborate on outreach and public engagement opportunities. Serve as the Center's main liaison. Participate on any Centre ValBio committees to enhance visibility and reputation. Develop communications strategies and materials in support of the Center’s strategic plan for external advancement and relations. Programs/Projects: Monitor projects and ensure project objectives, outcomes, and deliverables are met. Write reports and updates on projects to meet requirements and milestones. Facilitate and assist in the hosting of research projects and researchers. Oversee organization of the scientific workshops and meetings held at the Centre ValBio. Guide and assist in hosting the Study Abroad programs at Centre ValBio. Government Relations: Responsible for assisting with renewing the ICTE Accord of Collaboration with the Malagasy government; organize and submit the SBU OVPR annual report to the ICTE Madagascar National Representative office MICET to be translated into French for the Ministry of Foreign Affairs. Other duties or projects as assigned as appropriate to rank and department mission. Special Notes: This is a full-time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption. This position is fully based in rural Ranomafana, Madagascar. In addition to the employee's base salary, this position is eligible for $3,026 UUP annual location pay, paid biweekly. Qualifications
Required Qualifications: Bachelor’s Degree (foreign equivalent or higher). Three (3) years of full-time administrative experience including assisting with business-related aspects such as budget, facilities and personnel. Experience interacting with individuals at various levels within an institution as well as the general public. This position is fully based in rural Ranomafana, Madagascar. Preferred Qualifications: Advanced degree (foreign equivalent or higher) in Environmental Sciences, Conservation, Biological Science or related field. Experience managing the major business-related aspects of a Center, to include budget, facilities, and personnel. Community outreach experience. Budget management experience. Experience managing complex projects. Experience managing and executing events. Supervisory experience to include guiding, developing and mentoring staff careers Expertise and experience in the field of biology and/or conservation. Fluency in French.
