Cultural Resources Specialist

This position is located in Rocky Mountain National Park in the Resource Stewardship Division. Duty station is on the east side of the park in Estes Park, Colorado.

Housing: Government housing may be available on a temporary or permanent basis, but it is not guaranteed. Housing assignments are made though a bid process.

To qualify for this position at the GS-11 grade level, you must meet both the Individual Occupational Requirements and the Minimum Qualifications by close of the announcement:

Individual Occupational Requirement:

DEGREE: Completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in behavioral or social science; or related disciplines appropriate to the position such as Cultural and Heritage Resource Management, Public History, Landscape Architecture, Architecture, Anthropology, or Archaeology. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. You must provide all transcripts used to demonstrate that you meet this requirement.

EXPERIENCE: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Your resume must clearly demonstrate that you meet this requirement and must include hours worked per week worked and from/to dates should be month/year format at minimum.

COMBINATION: Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. You must provide all transcripts used to demonstrate that you meet this requirement.

Minimum Qualifications:

EXPERIENCE: Possess one year of specialized experience at or equivalent to the GS-09 level in federal service. Examples of specialized experience in or related to this position include: evaluating proposals, undertakings, and other projects to determine cultural resources impacts in at least two areas including historic structures, cultural landscapes, archaeological sites or ethnographic resources. Makes and recommends the cultural resource compliance pathway and mitigations as required under the National Historic Preservation Act (NHPA). Prepares written documents such as Section 106 NHPA and tribal consultation letters. Uses a database, such as the NPS Planning, Environment, and Public Comment (PEPC) to document cultural resource concerns. Prepares and manages contracts for cultural resource compliance-related surveys, inventories, or analysis, assuring that final products meet regulatory standards. Develops contract specifications, including scope of work and government cost estimates for cultural resources projects. Researches and prepares agreements documents such as Cooperative Agreements, Interagency Agreements, and Memoranda of Understanding. Your resume must include dates and hours/week worked.

EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in Cultural and Heritage Resource Management, Public History, Landscape Architecture, Architecture, Anthropology, or Archaeology or other field which is directly related to the work of this position and demonstrates possession of the knowledge, skills, and abilities required for this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. You must provide all transcripts used to demonstrate that you meet this requirement.

COMBINATION: Possess a combination of specialized experience and directly related graduate level education. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. For example, an applicant with 6 months of appropriate experience equivalent to GS-09 (50 percent of the experience requirement for GS-11) and 45 semester (67.5 quarter) hours of appropriate graduate education (50 percent of the education requirement for GS-11, in excess of that required for GS-09) would be qualified for a GS-11 position. These percentages when totaled must equal at least 100% to qualify under this option. You must provide all transcripts used, as wells as a detailed resume, to demonstrate that you meet this requirement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Minimum Age Requirement: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
