Department Summary
The Caruth Police Institute (CPI) was created by an innovative partnership between the Dallas Police Department and the University of North Texas at Dallas in 2008. The University of North Texas System and the main campus of the University of North Texas at Denton provided support, and an affiliated relationship with the University of Texas at Dallas, which offers a doctoral program in criminology as well as assistance with research projects, is maintained.
CPI was funded with an initial grant of $9.5 million from the Communities Foundation of Texas, and initially focused on fulfilling the complex research, career advancement, and leadership development needs of the Dallas Police Department. This puts the Dallas Police Department in the unique position of being a national resource for innovative and evidence-based strategies in policing. This first-of-its-kind venture signifies a bold new relationship between academia and major police departments characterized by cutting-edge research, education, and leadership development services.
Today, CPI serves law enforcement and public safety agencies throughout North Texas, offering customized leadership courses, seminars, and research design.
Position Overview
The Chief Operating Officer (COO) partners with the President, Vice President for University Advancement, CPI Advisory Board and broader law enforcement community to set the overall strategy for growth, provide strategic leadership, and manage the day to day operations of the Caruth Police Institute (CPI). Working with the President and Executive Director of the CPI, the financial management, ensuring quality program delivery, and maximizing community engagement and outreach. S/he will recruit, motivate, and empower an administrative, educational team, manage office operations and oversee a budget that fulfills the mission and administrative needs of the CPI. The COO must be able to engage other partners in envisioning new directions and programs which fulfill the mission of the Caruth Police Institute and the University of North Texas at Dallas.

Minimum Qualifications
 Bachelor’s Degree in a Business Administration or related field; and ten (10) years of experience working in a law enforcement agency, including experience in supervisory role, or equivalent combination of education and experience.

  • High levels of interest and proficiency in working with large and disparate data and sources, detail functions that support business processes and understanding requirements of systems in order to enhance processes
  • Knowledge of accounting, budgeting, and financial management principles
  • Able to handle multiple tasks or projects at one-time meeting assigned and related deadlines
  • Proficient with computer applications and programs associated with the position (i.e. Microsoft Office Suites)
  • Demonstrated experience with effectively managing team members to concrete outcomes
  • Ability to effectively and strategically prioritize between multiple high-leverage, high-risk issues
  • Outstanding judgment and understanding of the implications of decisions on schools, higher education, community stakeholders and partners
  • Ability to thrive in a fast-paced, high-change organization
  • Excellent organization, time management, and follow-up skills; ability to execute an appropriate sense of urgency
Preferred Qualifications
An earned doctorate in law enforcement-related field is preferred but not required.

Job Duties


o
Responsible for developing and monitoring budgets to support operations, programs, and services; ensure sufficient financial operations; oversee the management and operation of the organization.
o
Manages daily oversight of CPI operations and staff
o
Ensure ongoing programmatic excellence through regular outcome assessment; proactively recommending and driving improvements as necessary; set standards for accountability and measurements of success to include addressing shortfalls
o
Works closely with the President and CPI Executive Director to plan and execute growth and revenue initiatives; as well as, accountability metrics
o
Integrate and provide support for team’s initiatives as part of the CPI’s plan
o
Implements objectives and long-term strategic plans
o
Manages and identifies new external partners to advance strategic priorities alongside the Vice President of University Advancement
o
In collaboration with the UNT Dallas Office of Marketing and Communications, ensures the communication and collaboration with internal and external community members and leadership to achieve strategic priorities
o
Coordinates funding requests and assists Office of Sponsored Projects with grant writing and submission process
o
Monitors and accounts for the revenues and expenses required in the normal operation of the CPI, its subsidiaries, and its auxiliaries
o
Performs treasury operations including cash management, accounts payable and disbursements for the University and its affiliated corporations and issuance of bonds
o
Reports costs and revenue projections, and prepares periodic and end of year financial statements as required by university administration and funding/donor entities
o
Prepares and oversees the annual operating and biennial budget request to the University on behalf of CPI and manages the budgeting process to ensure the budget supports the University’s strategic plan
o
Audits the financial operation of the organization and reports irregularities to the President
o
Advises President on issues related to overall organizational health, including developing and implementing necessary change management strategies
o
Works with the Office of Compliance to ensure that internal controls are in place, and that they are operating properly and ensures that CPI personnel comply with university policies
o
Supervising the CPI’s policies and works alongside Office of Compliance to mitigate risks
o
Maintains efficient and effective operations of CPI to meet the demands of its students, faculty, and staff
o
Ensures stability and sustainability with the departmental budget in compliance with University policy and procedures
o
Develops and administers policies and procedures to ensure compliance with governing rules, regulations and risk management procedures and protocols to minimize the risk of liability
o
Collaborates with University offices and community agencies to effectively manage assigned functions
o
Ensures fiscal soundness and compliance with governing rules, regulations, policies and procedures
o
Works collaboratively with funding entities to ensure compliance and adherence to all guidelines prescribed by funding agencies
o
Manages additional internal or external operations based on business needs and qualifications
o
Oversee all related special projects
