Job Description


The Virginia Tech Institute for Policy and Governance (VTIPG) is seeking a Court Specialist to work in the Federal Reimbursement Unit (FRU) to determine the eligibility of foster children in public assistance programs, specifically Title IV-D (Child Support). The Institute has a long-term contractual relationship with Fairfax County to support the implementation of multiple child welfare programs in that jurisdiction. The individual in this role is expected to implement and monitor the process of establishing Judicial Support orders for the non-custodial parents of children placed in foster care, while working closely with the multiple county and state partners. The ideal candidate will have the ability effectively research and interpret data, as well as build working relationships with a diverse group of stakeholders.

Specifically, the Court Specialist will be expected to:
• Research and assess information from the state data systems to identify and locate the noncustodial parents and interpret state and federal policy to determine eligibility.
• Prepare and file petitions and act as the agent of the Department of Family Services (DFS) in juvenile court proceedings with the goal of obtaining a Judicial Support order for all children entering foster care.
• Conduct interviews with parents and Fairfax DFS management and staff to gather information needed to make accurate determinations for Title IV-D eligibility and to calculate the amount of child support to be ordered by the judge.
• Maintain accurate knowledge of federal and state laws, rules, and regulations and modify procedures to implement changes.
• Provide technical assistance and training to county management and staff as needed.
• Prepare statistics for reports to meet contract deliverables to the county.


Required Qualifications

- Bachelor's degree in public policy, social work, criminology, human development, or related field or the equivalent level of training and experience.
- Demonstrated experience researching, collecting, integrating, and interpreting data using multiple tools and data sources.
-Knowledge, or ability to acquire such knowledge, of complex federal and state laws governing public assistance programs, specifically Title IV-D.
-Ability to use automated technology to record, establish, and maintain case records.
- Excellent communication skills.
-Demonstrated capacity to establish and maintain working relationships with a diverse group of customers.
-Ability to work autonomously with excellent problem-solving, organizational, and schedule management skills.
-Demonstrated experience prioritizing multiple caseload demands to meet tight deadlines.
-Ability to maintain professional ethics and confidentiality of client information.


Preferred Qualifications

-Experience with Title IV-D policy, and other federal and state statues governing public assistance programs.
-Experience working with management and staff of Departments of Family Services, Domestic Relations Courts, and/or Divisions of Child Support Enforcement to achieve goals related to Judicial Support Orders and Title IV-D eligibility.
-Experience in researching, analyzing, preparing, and processing court documents.
-Experience with court proceedings.
-Experience working in a human services agency.
