Job Description:

Summary

The Department of County Services in Extension and Outreach with Iowa State University is seeking qualified candidates for a Regional Extension Education Director. The position will serve Region 21, which covers West Pottawattamie, East Pottawattamie, Cass, and Adair counties in Iowa. The office for the position will be determined at time of hire.

The Regional Director provides leadership to each county Extension council within the region to meet their legal obligations as an elected body and to carry out the roles and responsibilities of an Extension District. The position is the supervisor for county staff or will supervise a county director who oversees the county staff as detailed in a Memorandum of Understanding between the council and the university. The position oversees program delivery that meets the programmatic needs of the region.

The Regional Director initiates strategies for the Extension council’s implementation of fiscal management, grant and contract management, human resources and program needs assessment, and oversight. They also work with councils to initiate strategies to develop and oversee volunteer networks and assist extension Councils and staff to identify innovative ways to reach under-served and under-represented audiences and achieve relevant civil rights goals.

The Regional Director utilizes a proactive approach within the region to identify needs and cooperate with Extension Program Specialists in determining the appropriate programmatic response. This position coordinates with Program Specialists and County Extension Councils for the future program direction, inter-disciplinary programming, secures resources to support identified needs, and assists in reporting program outcomes.

The Regional Director appropriately administers the resources and oversees completion of all system reports for the region. Establishes, organizes, and facilitates networks and coalitions at the regional level to build community capacity. This position may also be involved in regional or multi-state partnerships or programs.

The successful candidate will possess the ability to communicate effectively both orally and in writing with a wide variety of individuals and groups. The candidate will also possess the ability to establish partnerships with community leaders. Strong organizational, supervisory, and leadership skills are also a necessity for this position to be successful. A Master’s degree, or other advanced degree, is preferred.


Example of Duties
• Provides leadership for Extension Councils to initiate fiscal strategies, grant and contract management, staffing and program needs.
• Initiates strategies to oversee volunteer networks.
• Assists counties in reaching underserved and underrepresented audiences, securing resources, and completing reports.
• Administers resources.
• Guides program direction and evaluate program outcomes.
• Develops and maintains relationships with regional and community leaders.
• Delivers training and development opportunities for council members and county employees.
• Supervises staff.

• Understands linkage between daily activities and achievement of annual objectives of department/work unit and explains to direct reports
• Focus on ISU’s mission and meeting department or work unit goals
• Supervises a small department or work team
• Often is a working supervisor with direct, previous experience performing work of those supervised
• Has full management responsibility for direct reports, specifically the authority to hire, fire, and counsel; may share part of responsibility with higher level management
• Requests approval for financial actions beyond a limited scope per policy
