About the Position:

Purchasing and Fiscal Services, for George Mason University’s Facilities Department, is responsible for execution and management of the procurement and contract management of all goods and services related to Facilities Management. This position shall provide prompt, accurate and responsive procurement support to the Facilities department by applying the principals of competition to maintain the intent of the public procurement function. Conduct a variety of procurement activities to include purchasing of goods and services, obtaining bids and proposals for informal solicitations, developing reliable sources of supply including fostering relationships with small, woman-owned and minority firms, and expediting orders. This position shall also assist in Contract Management and Administration functions including gathering departmental requirements, formulating and writing statements of need for solicitations, oversee management of existing contracts and coordination with Contract Administrators, track contract usage and dollar values/budget, and liaise with Contracting Officers/Buyers in rectifying contract/vendor concerns. Provide accurate assistance, advice and guidance to requesters on procurement issues. Incumbent will exercise considerable discretion and judgment within established procedures and authority.
Required Qualifications:
  • Position requires a four-year degree in business (or related degree) or equivalent work experience; and
  • This position requires successful completion of the Certified University Purchasing Official (CUPO) certification and/or Virginia Contract Administrator (VCA) and/or Virginia Contracting Officer (VCO) certification program within one year of hire date. Candidate must be a certified VCO (or equivalent certificate program such as CPPB) within two years. 

Preferred Qualifications:

  • Experience in higher education or state procurement is desired. Working knowledge of facility maintenance and/or construction processes, preferably in State or other government situations is preferred. An emphasis in maintenance and repair organizational purchasing is desired but not required; and
  • Experience in small (under 200K) purchases is required (over $200K/formal procurement experience preferred).
