Position Information
This position will provide comprehensive administrative, grant management, and budgetary support to principal investigators (PIs) on a wide portfolio of School of Medicine funds, including contracts, grants, and other restricted and unrestricted funding. This role is instrumental in ongoing program development activities for the School of Medicine (SOM), inclusive of highly complex programs involving large and/or multi-institutional collaborations. The customer audience includes a complement of SOM units (Dean's Office, the Division of Biomedical Sciences, the Division of Clinical Sciences, the Center for Healthy Communities, Student Affairs, Undergraduate Education, and Graduate Medical Education), as well as collegial collaborators, external business partners, and community-based organizations. The duties of this position include but are not limited to conducting a comprehensive analysis of a variety of funding mechanisms and awards; providing financial oversight and management of extramural funding; reviewing transactions to ensure institutional compliance; assessing and resolving complex contracts and grants issues; and participating in operational and fiscal planning activities. In order to carry out these responsibilities, advanced knowledge of relevant regulations and requirements to satisfactorily meet government and UC reporting requirements for financial activities is required. The salary range for this position is $87,300 to $163,300 annually. The expected pay scale for this position is up to $135,000 annually. We base placement within these ranges on the individual's qualifications as they relate to this position. Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff. As a university employee, you will be required to comply with all applicable University policies and/or collective bargaining agreements, as may be amended from time to time. Federal, state, or local government directives may impose additional requirements.

Related experience must be in a position with increasing responsibilities directly involved with sponsored funding administration or research administrative analysis. Level of work must involve working knowledge of federal regulations, policies and procedures related to sponsored awards and regulatory compliance (e.g., OMB Uniform Guidance). Required

Post-award experience in preparing reports for submission to sponsor and/or review by management, preparing regular budget reports, and conducting variance and other analyses, to ensure compliance with sponsor terms and conditions. Required

Minimum Requirements
Working knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
Proficiency in use of common desktop/web applications.
Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills.
Demonstrated ability to maintain high level of confidentiality and HIPAA adherence.
Knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in research administration.
Strong ability to organize workload when faced with competing priorities and to complete work assignments on a timely basis despite frequent interruptions.
Ability to manage high volume and complex transactions.
Proficiency in Microsoft Word, PowerPoint, Excel, Outlook, Internet Explorer or other web browsers; experience with maintaining moderately complex databases.
Ability to perform financial analysis and customized reporting.
Knowledge of generally accepted accounting, fiscal and reporting principles.
Demonstrated skill in working as part of a team and collaborating with others to complete tasks/projects.
Organization, communication skills and customer service focus.
Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policies, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
Ability to interpret policy for others.
Excellent oral and written communication skills and the ability to deliver complex content clearly, concisely, and utilizing language a wide diversity of faculty and staff, both research and non-research, will understand and follow.
Preferred Qualifications
Demonstrated knowledge of the University of California's financial and personnel policies and procedures and the ability to interpret them, for the purpose of project scope and budget development.
Demonstrated knowledge of and working experience with University of California client/server systems.

Generic Scope

  • Supervises and performs post-award financial administration and management for research and other funds in accordance with organization policy and agency requirements; resolves problems frequently requiring analysis of unique issues/problems without precedent and/or structure. Actively researches and develops practices to streamline administrative and financial processes to create efficiency and consistency in fund management across the Department and the greater School.

Develops expense reporting capabilities and tools to track and disseminate information to PIs, and prepares progress reports for submission to sponsors. Using internal financial and payroll systems, prepares analyses of payroll and other expenditure projections and alerts PIs of needed rebudgeting or cost transfers, as appropriate. Coordinates fiscal closing process with departments, centers, and institutes within the School of Medicine and in partnership with other campus organizations. 15%
Provides training and professional development, either formally or on-the-job, for staff to ensure subject matter knowledge in appropriate areas (e.g., sponsored project administration, post-award administration, shared fund management, etc.) and consistency across fund operations. Delivers specialized training presentations and/or develops content and materials for PIs and/or staff for education workshops in the area of research administration. 10%
