Contract Analyst

Job Summary

As part of Purdue's Sponsored Program Services Contracting team, the Contract Analyst will actively manage the negotiation of agreements/contracts related to sponsored research, such as non-disclosure agreements, material transfer agreements, data use agreements, subcontracts, and funding agreements/amendments from Federal and industrial sponsors.  Responsible for assisting in monitoring contract procedures and methods and participating in the development of contracting guidelines. This position will guide faculty and staff regarding contract issues.  Responsible for actively managing a contract negotiation through to completion while mitigating risk and assuring equitable terms.   

 

This position will be 100% remote. 

 

This position will be filled as a Contract Analyst or Senior Contract Analyst. The hiring manager will determine the job level based on the selected candidate's skills, experience, and qualifications.

 

Duties and Responsibilities 

Contract Development & Negotiation

  • Collaborate with staff, faculty, and sponsors on the negotiation of and processes for agreements such as material use agreements, non-disclosure agreements, data use agreements, etc.  Develop negotiation plans and strategies.  Communicate with sponsors, faculty, and staff to ensure the prompt processing of university contracts.  Conduct negotiations and recommend acceptance of contracts.  Provide advice to faculty and staff on contract issues.  Maintain current knowledge of Federal, State, and University laws, regulations, policies, and business practices and apply them to contract issues.  Work with faculty and staff in the planning stages of projects to ensure the timely and efficient drafting of appropriate contract language.
  • Draft and negotiate agreements such as research and testing agreements, NDAs, MTAs, DUAs, subcontracts, and any agreement needed by an industry or governmental sponsor/partner.  Use discretion to reach a compromise and resolve issues within parameters and seek reviews when necessary—draft custom language when needed.  Ensure appropriate compliance reviews (export control, private business use, regulatory, etc.) occur with minimal disruption to the process. Apply signature authority appropriately.  Work with University offices such as Export Controls, Procurement, Office of Legal Counsel, Regulatory, etc., in the contract negotiation process and routinely communicate with them to identify efficiencies in Contracting processes. Promptly communicate the status of contracts to all interested parties. Regularly review reports of outstanding negotiations.

Process and Procedure Development

  • Partner with Pre-Award, Post Award, Business Managers, faculty, and other University personnel in the negotiation of sponsored program agreements and the development of Contracting procedures.  Work with SPS and University offices to ensure that all policies and procedures are followed.  Assist with the development of methods of communicating general and specific contracting information.  Monitor the contracting processes of various University departments.  Assist in conducting periodic reviews of contracting methods, processes and documents and work with SPS Contracting leadership team to implement process improvements and develop guidance documents.  

Training

  • Assist in training of SPS Contracting Team, Pre-Award Staff, Business Managers, Research Project Administrators, Post Award Staff and other faculty and staff on contract issues.  Assist in the development of training materials.

Qualifications

Contract Analyst - Salary Range is $52,000-$54,000

Required:

  • Bachelor’s degree in a related field
  • Two (2) years of experience in contract negotiation, preferably including basic experience in negotiating contractual terms
  • An equivalent amount of education and experience may be considered
  • Excellent verbal and written communication, planning, problem-solving, organizational, and customer service skills  
  • Ability to analyze, interpret and implement University policies and procedures
  • Ability to influence and build working relationships among a diverse workforce at all levels  
  • Learning orientation to changing technology impacting business processes  
  • Ability to maintain a broad knowledge of Federal and State laws and regulations and University policies and business practices
  • Ability to use creativity and strong initiative to identify which contract instrument applies to a variety of situations 
  • Ability to provide exceptional customer service to University and external customers
  • Ability to confidently interact with government and industry sponsors and represent the needs of the University and its research faculty

 
Senior Contract Analyst - Salary Range is $64,000-$68,000
Required:

  • Bachelor’s degree in a related field
  • Four (4) years of experience in contract negotiation, preferably including basic experience in negotiating contractual terms 
  • An equivalent amount of education and experience may be considered
  • Excellent verbal and written communication, planning, problem-solving, organizational, and customer service skills 
  • Ability to analyze, interpret and implement University policies and procedures
  • Ability to influence and build working relationships among a diverse workforce at all levels 
  • Learning orientation to changing technology impacting business processes
  • Ability to maintain a broad knowledge of Federal and State laws and regulations and University policies and business practices  
  • Ability to use creativity and strong initiative to identify which contract instrument applies to a variety of situations
  • Ability to provide exceptional customer service to University and external customers
  • Ability to confidently interact with government and industry sponsors and represent the needs of the University and its research faculty
  • Preferred Qualifications and Additional Information

Preferred:

  • Juris Doctor from an ABA-accredited law school
  • Experience with university research administration or related experience
