TWO (2) OPENINGS FULL-TIME/PERMANENT CONSTRUCTION PROJECT COORDINATOR 1 Capital and Asset Management Program Olympia, Washington The Capital and Asset Management Program’s mission is to serve the Department by delivering technical and professional engineering, construction and maintenance to sustain facilities, infrastructure and ecosystems under the Department’s care. Construction Project Coordinators are key players in the delivery of capital construction projects. The incumbents are responsible for inspecting and reporting on virtually every phase of the construction process: including, but not limited to, civil (site work), structural; building, electrical, mechanical and safety. The incumbents will ensure all contract documents represented by working drawings and specifications are properly executed by the contractors. Picture yourself developing scope, schedule, and budget for assigned public works projects. This is an opportunity to evaluate and approve construction materials and methods, proposed by contractors, subcontractors, and material suppliers. In this dynamic role, you will act as a liaison between the engineering office staff and the public works contractor, evaluating progress payments, negotiating change orders, and clarifying the construction requirements established in the plans and specifications. With your experience, you will project accounting functions including managing the budget, tracking of team expenses, and minimizing exposure and risk in the project. DUTIES Our Construction Project Coordinators, Inspect and monitor construction sites to ensure overall compliance. Use survey instruments, metering devices, tape measures, and test equipment, such as concrete strength measurers, to perform inspections. Ensure the contractor is compliant with the plans and specifications for the project and communicates project status with the project engineer. Maintain daily logs and supplement inspection records with photographs. Prepare detailed activity and progress reports, noting all potential problems observed. Prepare inspection reports for existing Department assets. Manage Public Works, Limited Public Works, and In-House Projects to ensure project scope meet expectations and the projects are on schedule and within budget. Evaluate and directs the work of public works contractors. Work with the construction crew to accomplish in-house construction projects. Maintain an up-to-date and accurate log of activities associated with assigned projects. Perform construction administration duties for several concurrent projects. Perform a key role in project planning, budgeting, and identification of resources needed. Prepare change orders when necessary. Ensure project documents are complete. Ensure that construction activities move according to predetermined schedule. Devise the project work plans and make revisions as and when need arises. Communicates effectively with the contractors responsible for completing various phases of the project. Maintain strict adherence to the budgetary guidelines, quality, and safety standards. Identify the elements of project design and construction likely to give rise to disputes and claims. Prepare project completion reports. Provide guidance to state agencies and the private sector in matters requiring compliance with state policy and statues. Provide peer and constructability review of Department Architect/Engineer and In-House design projects prior to public works contracting to ensure quality and consistency of designs. Provide planning expertise to assist state agency clients and in-house project engineers with the development of proposed project design parameters and budget preparation. WORKING CONDITIONS: Work Setting, including hazards: Duties are performed in an office setting, and on construction sites (Hatcheries and Wildlife areas). Some tasks will involve working at a desk and on a computer. Must have the ability to walk on uneven terrain and steep slopes for extended periods of time; and tolerate inclement/adverse weather conditions. Must have the ability to climb ladders, work from boats and work from elevated locations. Schedule: This position normally Monday-Friday 8-hour shifts. May be required to work in excess of 40 hours per week or on weekends. Travel Requirements: Travel is required throughout the State up to 100% of the workweek to meet the business needs of the Department and assigned projects. Tools and Equipment: Computer hardware and software; multi-line telephones; testing equipment materials and motor vehicles. Customer Interactions: Frequent interactions varying between Federal, Local, Inter-Agency, and Intra-Agency customers and vendors.
Qualifications
REQUIRED QUALIFICATIONS: Four (4) years of experience in project or construction management. License: Valid driver’s license and acceptable driving record. Skills: Effective communication skills including verbal, written, and presentation skills. Strong multi-tasking and organizational skills. Strong communication, interpersonal, collaborative, and analytical skills with a customer focus; must be able to foster and maintain sound working relationships. Strong working knowledge of Microsoft computer software (e.g. Excel, Word, Outlook, etc.). Abilities: Work effectively both independently and in a team-based environment. Flexible and adaptable to changing priorities. PREFERRED QUALIFICATIONS: A Bachelor’s degree in architecture, naval architecture, engineering, building construction, marine engineering, or closely allied field; or equivalent education/experience. Certifications in inspection or materials testing. Valid First Aid and CPR Certification. CONDITION OF EMPLOYMENT: As a result of Gov.
