Our Kennesaw campus is located at 1000 Chastain Road NW, Kennesaw, GA 30144. Our Marietta campus is located at 1100 South Marietta Parkway, Marietta, GA 30060.


Job Summary
 

The Construction Contract Specialist will oversee the preparation and submission of contractual agreements between the University and 3rd party vendors, consultants, and contractors.  The role includes developing contracts in compliance with the University System of Georgia, State, and University laws, rules, and regulations for all types of agreements including task orders, hard bids, qualifications-based consultant selection, and more.  May participate in pre-bid meetings, bid openings, bid evaluation, contract negotiations, contract preparation and award, and tracking for contract management.


Responsibilities
 

KEY RESPONSIBILITIES:
1. Develop administrative procedures for construction, consultant, or service contracts. Conducts technical reviews of contracts and verifies contract data.
2. Compiles information from contractor bid proposals/bid specifications. Inputs, edits, retrieves, and accumulates documents/reports related to contract development/contractor performance.
3. Processes/creates initial contract agreements, insurance, and bonds, background checks, project checklists, encumbrances, notice to proceed, change orders, pay requests, etc.
4. Serve as a liaison between KSU Procurement and PDC team members.
5. Review contracts and requests for proposals/qualifications to ensure compliance with legal and policy requirements and resolve any discrepancies.
6. Assists departmental manager or contract administrator and other contract staff in the preparation and submission of contractual agreements between Planning, Design, and Construction and construction contractors and professional service providers.
7. Assists in the planning, development, award, and ongoing management of complex construction or service contracts and proposals.
8. Prepare year-end reports or other required reporting summaries.
9. Interacts with staff, clients, and outside contractors on contractual inquiries and contract performance.
10. Manages and supports the contractual efforts with the KSU Foundation including Real Estate transactions and Repair and Renovation work transactions.
11. Serves as a backup for requisition submissions for the department as needed.


Required Qualifications
 

Educational Requirements
Bachelor's degree from an accredited institution of higher education
Required Experience
Five (5) years of related experience
Construction project familiarity
Experience and understanding contract language, preferably in construction or architectural settings.

Preferred Educational Qualifications
Advanced degree from an accredited institution of higher education
Preferred Experience
Direct experience collaborating with architectural firms, contractors, or other related vendors


Proposed Salary
 

The budgeted salary range is $63,840 to $80,000.  Offers are based on relevant experience.

KNOWLEDGE
Understands statewide contracts, agency contracts, task order contracts, and IDIQ contracts.
Knowledge of request for proposal and qualifications processes
Familiarity with construction and consultant vendors and scope of work
SKILLS
Excellent oral, written, and graphic communication skills
Highly organized with exceptional attention to detail and results-oriented
Proficiency in MS Applications (Excel, Word, Outlook, and PowerPoint.)
Willingness to learn new software technology and processes
Possess effective client relations management skills, and the ability to work with diverse teams of stakeholders and design professionals
Strong analytical and problem-solving skills with the ability to exercise sound judgment and make good decisions
