Job Summary:

This position serves as the Conflict of Interest (COI) Manager within the Office of Regulatory Compliance. The COI Manager provides daily oversight for the Conflict of Interest Program at the University of Colorado Denver | Anschutz Medical Campus (CU Denver | Anschutz Medical Campus). This includes assisting the Director of Regulatory Compliance in the development and implementation of a program to manage all aspects of the Conflicts of Interest disclosure and reporting requirements for the CU Denver | Anschutz Medical Campus. The COI Manager is responsible for coordinating the COI program and works with other CU Denver | Anschutz Medical Campus offices including but not limited to the Office of Grants and Contracts, Colorado Multiple Institutional Review Board, Clinical Research Administration, CU Innovations, Office of University Counsel, Office of Finance and Budget, Office of Advancement, and Affiliates. The COI Manager ensures that proper maintenance of records and documentation of the decisions and operations of the COI Program are maintained in compliance with federal and state regulations and requirements.

Key Responsibilities:

Manages the CU Denver | Anschutz Medical Campus Conflict of Interest Program 50%:

  • Manages associated policies, procedures and disclosures.
  • Develops, implements, and monitors procedures and practices designed to promote compliance with COI policies and with COI management plans.
  • Responsible for maintaining accurate, timely and complete paper and computer electronic records in compliance with federal regulations and requirements.
  • Responsible for assessing COI administrative processes for quality improvement and efficiency.
  • Responsible for monitoring and keeping the COI Program team members up to date on all governmental regulatory developments and changes that relate to COI reporting and disclosure requirements.
  • Prepare summary and ad hoc reports for CU Denver | Anschutz Medical Campus Executive Management Cabinet; assist the Regulatory Compliance Director with required reporting responsibilities as well as provide regular updates to the COI Committee, COI Officials, Associate Vice Chancellor for Regulatory Compliance, Vice Chancellor for Research, and other offices as required.
  • Work with Electronic Research Administration (eRA) team on all technical aspects of the eRA COI module, including any system upgrades.
  • Other duties or projects as assigned.

Supervision 20%:       

  • Supervise COI staff including full-time and part-time COI coordinators.
  • Managing workflows, setting goals for performance and deadlines
  • Training new hires.
  • Reporting to HR and senior management any employee relation issues
  • Monitoring employee productivity and providing constructive feedback and coaching. Completing annual evaluations.

Committee Support 10%:

  • Prepares information for the COI Committee, including presentation to the Committee. This includes gathering information from research-related databases and from other departments, and ensuring subsequent notifications and tasks regarding the disclosures are completed as directed.
  • Facilitate and participates on committees or task forces. 

Campus Wide Training 10%: 

  • Develops and provides training and education for CU Denver | Anschutz Medical Campus employees and affiliates regarding COI requirements and applicable federal and state laws, and institutional policies.
  • Serves as an internal resource across CU Denver | Anschutz Medical Campus for questions concerning the interpretation of institutional policies.

Campus Wide COI Disclosure Recertification Process 10%:

  • Actively participates in all preparation and planning for the annual COI disclosure process.
  • Review and determine disposition of annual COI disclosure, including oversight and guidance to COI Coordinators as needed.

Work Location:

  Hybrid – this role is eligible for a hybrid schedule of # 1 days per month on campus and as needed for in-person meetings.

Qualifications:

Minimum Qualifications:

  • A bachelor’s degree in public health, public administration, social/behavioral sciences, physical sciences, nursing, healthcare, finance, accounting, business administration, business, or a directly related field from an accredited institution.
  • Five (5) years professional experience in regulatory compliance or conflict of interest field

Substitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis. A certificate from an accredited paralegal training program and 2 years of relevant experience may substitute for the bachelor's degree.

The position requires extensive, diverse and progressively responsible experience, including direct responsibility for regulatory compliance or conflict of interest field.

Preferred Qualifications: 

  • Experience in higher education regulatory compliance. 
  • Experience working in an Academic Medical Center with Conflict of Interest experience.
  • Three years of experience supervising staff.

Knowledge, Skills and Abilities:

  • Communicate effectively, both in writing and orally.
  • Ability to establish and maintain effective working relationships with employees at all levels throughout the institution.
  • Outstanding customer service skills.
  • Demonstrated commitment and leadership ability to advance diversity and inclusion.
  • Working knowledge of PHS, NSF, and FDA regulations and published standards for conflicts of interest.
  • Working knowledge of human subject research, technology transfer and research administration.
  • Knowledge of higher education and research environment.
  • Ability to plan, organize and meet deadlines, work under pressure, and organize multiple projects or tasks.
  • Comprehensive personal computing skills and ability to work with complex relational databases.
  • Ability to effectively manage a work group and committees.
  • Ability to independently work and self-regulate multiple priorities/tasks.
  • Excellent interpersonal skills are required to establish and maintain collaborations and working relationships with committees, faculty, administration, staff and students.

Anticipated Pay Range:

The starting salary range (or hiring range ) for this position has been established as $71,535.
