The Conduct Officer is a key member of the Office of Student Rights and Responsibilities at Morgan State University. Under the general supervision of the Assistant Director/Director, the Conduct Officer will complete administrative responsibilities related to student conduct including review of conduct referrals, investigation and adjudication of cases, recommending outcomes, coordinating interventions and monitoring completion of sanctions. The Conduct Officer will also assist in the facilitation of alternative dispute resolution options. The Conduct Officer assists with policy review, documentation, record maintenance and assessment. The Conduct Officer will develop and facilitate educational outreach, training and departmental communications including brochures, flyers, reports and the website.
  • Overall management of assigned cases including: Review reports submitted by University students, faculty, staff on student behavior to determine judicial disposition; advise students of their rights and responsibilities as it relates to Code violations; investigate incidents in order to prepare for disciplinary meetings and hearings; represent the University during hearings, presenting opening and closing statements and directing cross-examination questions; recommend outcomes; coordinate interventions and monitors completion of sanctions. Assist in hazing investigations as needed. Report appropriate indications to Title IX Coordinator and Assistant Director/Director for the Office of Student Rights and Responsibilities. Communicate with MSUPD and other campus stakeholders regarding violations of the Code of Student Conduct as appropriate.
  • Assist with development and implementation of alternative dispute resolution options and lead peer education programs. Conduct appropriate mediation of conflicts within the community at large. Reviews admissions pre-check decisions as a designated member of the pre-admissions conduct clearance review committee.
  • Develop and maintain all records in the University conduct database in accordance with Federal law, University and OSRR policies. Implements and maintains the Student Conduct database, run reports and prepare caseload summaries. Retrieves files and data to complete investigative reports. Completes investigative correspondence reports needed for background checks regarding clearance, transfer reports, etc.
  • Review policies and assist with updating the Code of Student Conduct, Student Handbook, and OSRR manuals. and analysis for assessment of conduct trends and OSRR processes. Assist with preparation of OSRR reporting (semester and annual).
  • Assist with the design, creation and facilitation of events, educational programs and outreach efforts to educate the University community on student conduct processes and the Code of Student Conduct, and address student behaviors that are detrimental to the healthy development and success of students and the safety of the University community. Assists with updating the OSRR website and social media.
  • Provides training to advises hearing boards. Trains Resident Assistants and Resident Directors on judicial processes and protocols for addressing infractions and consults about problematic behavior and makes recommendations.
  • Researches and identifies behavioral resources related to conduct, civility, respect, alcohol and drug abuse, conflict resolution and other areas relevant to the department mission. Serves as an alternate representative for OSRR on the Behavioral Emergency Assessment Response (BEAR) Team.
  • Supervises student staff working to support the conduct process in the OSRR.
  • Stays abreast of current developments in student judicial affairs. Serves on University and Division of Student Affairs committees as designated. Completes other duties as assigned.
  • Works well as part of a team to ensure effective, efficient, successful office function and operations. Coordinates across departments to find effective solutions and properly service stakeholders.
  • Completes all other duties as assigned.
