Job Summary
The Director of the Concord University Upward Bound Program oversees all activities for two federally-funded Upward Bound grants at Concord University. The Director is responsible for the programmatic, operational, and fiscal management of the program and is accountable for its overall success. Position is contingent on the availability of federal funds.

Grant Related Activities
  • Provide overall direction and leadership for Concord University’s Upward Bound Program(s)
  • Obtain funding for project continuation through successful grant writing · Implement and oversee program management and assessment.
  • Ensure successful accurate completion and submission of all program-related federal, state and institutional reports;
  • Serve as a liaison for the institution with the United States Department of Education to remain current on regulations pertaining to the Upward Bound program implementation and budget
  • Represent the Upward Bound Program and Concord University at designated state, regional and national professional meetings pertaining to the Concord University Upward Bound Program.

Program Related Duties
  • Prepare, oversee and manage a detailed annual program budget in accordance with federal, state and institutional policies and regulations.
  • Plan and coordinate program content / activities each year to ensure program goals and objectives are met.
  • Coordinate the integration of program functions with other university departments and personnel.
  • Serve as liaison with target schools, community organizations, and agencies of local, state, and federal government.
  • Recruit and oversee the recruitment of eligible Upward Bound participants.
  • Develop summer program schedule and curriculum with academic advisors/ coordinators/faculty;
  • Travel to participating districts / schools to regularly provide and assess participant and program success in providing school-based ongoing academic support and counseling services to student participants.
  • Plan and implement college test preparation plans (e.g. SAT, ACT) to ensure student success.
  • Advise and oversee advising of student participants to improve overall academic performance and engage in extracurricular activities/jobs/opportunities to enhance their college application package.
  • Oversee and assist participants in the preparation of college admission, financial aid, scholarship and related applications (monitor progress, and record relevant data).
  • Utilize innovative assessment for continuous program improvement.
  • Oversee the planning and facilitation of field trips, orientations, workshops, and special sessions and participate in these activities.
  • Design and coordinate a public relations plan for outreach to target schools, institution and community. Ensure all public relations materials, program newsletters, and electronic presence is updated while managing the overall success of the public relations effort.
  • Demonstrate service excellence by being professional, courteous, informative and accessible.
  • Accommodate a flexible work schedule with occasional weekends and evening hours facilitate Saturday sessions, cultural trips, public school programs, the residential summer program and any other events related to the Upward Bound Program.

  • Provide/arrange professional development activities for the Upward Bound Staff;
  • Oversee and assist with recruitment, training and supervision of the Summer Program Coordinator and Tutor Counselors for the 6 week summer program

Education/Knowledge


Minimum Education Master's
Required Licenses/Certification
MINIMUM QUALIFICATIONS:
· Master’s degree in education, student personnel, counseling, administration or management, or a related field.
Required Skills
  • Familiarity with federal administrative and budgetary guidelines, policies and procedures
  • Strong background in assessment and program evaluation Ability to accurately interpret and comply with federal and state legislation and institutional regulations, policies, and procedures;
  • Excellent verbal, written and organizational skills;
  • Demonstrable ability to effectively communicate to a broad audience the needs of first-generation, low income, and students traditionally underrepresented in higher education.
  • Demonstrable ability to positively and effectively relate to students, parents, and public school/university administrators and faculty.

PREFERRED SKILLS:
  • Experience working with federal grants, including budget development and grants management.
  • Multi-years’ experience working in or with public schools in high-need areas, including guidance counselors, local and county administrators, parents, students, and teachers.
  • Successful U.S. Department of Education grant writing experience
  • Knowledge of and/or experience in post-secondary education; four-year public institution experience preferred.
  • Knowledge of learning styles, educational methods, STEM curricula design, organizational leadership, and demonstrated ability to apply student development theories;
  • Experience in curriculum development, teaching, and/or college admission/financial aid processes;
  • Experience with US Department of Education TRIO grant programs or a similar Educational Opportunity Programs;
  • Strong interpersonal skills with proven ability to easily interact with members of diverse communities;
  • Reliable transportation and valid WV Driver’s license for 3+ years in addition to the willingness to travel frequently to local schools.
