Job Description

Purpose:

The Compliance Officer III is responsible research administration compliance by developing, overseeing, and monitoring export control reviews, conflicts of interest, conflicts of commitment, coordination/review of disclosures, and research compliance reporting.

Responsibilities:

  • 15% Export Control Reviews: Review research agreements with foreign entity sponsors, research at non-US locations and agreements with specific foreign clauses such as NASA. Review Material Transfer Agreements/Requests and International Shipments. Review MOU/Partnership Agreements with Foreign Entities in coordination with TEES/Engineering Global Programs and TAMU Export Controls.
  • 70% Conflict of Interest and Commitment: Review disclosures for external employment, FCOI, and sponsored research projects. Review requests for faculty leave including alternate workplace locations, dual appointments and faculty development leave for export controls and consistent approvals and disclosures. Work with TAMU to review disclosures and implement management plans as needed. Assist with the establishment of positive certifications and training. Assist with review and coordination of disclosure concerns. Perform outreach activities to researchers on proper disclosure and addressing questions.
  • 5% Research Compliance Reviews and Reporting: Coordinate annual review of research compliance procedures and export control manual. Draft Research Compliance Matrix and Plan due annually. Assist with Research Compliance reporting of metrics and goals. Coordinate reviews of Research Compliance Rules and SAPs. Represent TEES at Research Compliance meetings as needed.
  • 5% Foreign Travel: Oversee and monitor the review of foreign travel export control reviews.
  • 5% Other duties: Perform other duties as assigned.

What we need:

  • Bachelor’s degree in applicable field or equivalent combination of education and experience.
  • Six years of related experience in compliance programs and/or activities.

About the Research Compliance Office

Texas A&M Engineering Experiment Station (TEES) Research Compliance facilitates and assists faculty and staff in complying with federal and state laws and regulations and Texas A&M System policies and regulations in the areas of research security, export controls, foreign influence vulnerabilities, conflicts of interest, and consulting and external employment disclosures. We also work with the Texas A&M University (TAMU) Institutional Animal Care and Use Committee (IACUC), Institutional Biosafety Committee (IBC), and Institutional Review Board (IRB) to ensure compliance with regulatory requirements in the areas of animal use, biohazards, and human subject research.
