Senior Auditor, Financial Aid Compliance

Duke Financial Aid seeks an experienced aid professional to oversee federal, state, and institutional compliance across all undergraduate, graduate, and professional programs. Reporting directly to the Associate Vice Provost for Financial Aid, the Auditor of FA Compliance will work across University offices to monitor all aspects of Title IV compliance as well as assess existing controls and practices to identify areas for improvement. The ideal candidate should have expert-level knowledge of Title IV regulations impacting all levels of the University, including consumer information, FAFSA Simplification regulations, gainful employment and financial value transparency, aid-related cash management rules, student and school eligibility requirements, reporting and documentation requirements, packaging policies, cost of attendance, professional judgment, and all topics outlined in the scope of Title IV responsibility.  

Additionally, this role will analyze new regulations as they are announced and provide regular updates to the AVP and areas across the University impacted as guidance changes. This role will be critical to ensuring regulatory consistency in Duke’s aid delivery across schools, as well as enhancing the University’s ability to incorporate new regulations quickly in the rapidly-changing compliance landscape. Finally, the Auditor of FACompliance will lead training sessions with aid leaders to keep them informed on implementation and best practices related to federal and state guidelines and the delivery of financial aid.

Work to be Performed

This role will be responsible for:

Monitoring and interpreting federal regulations that affect Title IV programs and any impacts on University policies and practices. (20%)

o   Provide guidance for office policies as they relate to regulations

o Conduct daily reviews of publications from FSA, NASFAA, and other regulatory monitoring agencies

o   Attend trainings offered at the state and federal level and provide summaries to staff and leadership

Assess current aid practices and provide reports and recommendations to leadership (30%)

o   Establish regular check-ins with each of Duke’s undergraduate, graduate, and professional schools to create clear communication channels

o   Identify areas of inconsistency and recommendations for improvement

o   Conduct random quality assurance testing on aid processes, including but not limited to award determination/packaging, budgeting /COA, professional judgment, verification, SAP, R2T4, origination and disbursement, student notifications/disclosures, and aid offer letters

o   Regularly review all aid-related websites across schools for compliance with Title IV and send necessary updates to office web liaisons

o   Review and consistently update consumer information disclosures in coordination with the Office of Audit, Risk, and Compliance

Assist with the preparation of information and documents for Single Audit and Program Re views at the federal and state level (10%)

o   Collect information as needed and serve as liaison between auditors and schools

o   Work with school aid officers to review findings in coordination with other Duke compliance professionals and generate appropriate responses

Conduct training for aid representatives and provide support for questions from aid staff (15%)

o   Conduct monthly training modules designed specifically for graduate and professional s schools in coordination with the AVP and other campus partners

o   Provide monthly undergraduate aid updates and training modules

o   Centrally track the completion of training and credentials earned by aid staff

Support federal login and access for staff (5%)

o    Collect and maintain signature pages from staff

o   Serve as a secondary DPA forSAIG and provide annual validations

o   Provide and monitor access to federal and organizational sites for staff

Coordinate oversight of access to aid information within the University (5%)

o   Work with tech and data personnel to determine and track who has access to aid information

o   Monitor compliance with FA-DDX (IRS) data standards

o   Ensure FERPA compliance practices related to aid are maintained

Review Policy and Procedures Guides for aid offices (5%)

o   Ensure all are complete and up-to-date

o   Make recommendations for improvements and additions

o   Create process to ensure regular and consistent updates across schools

Support the AVP and aid officers involved in awarding Veteran’s (VA) Benefits to ensure compliance with Department of Defense standards (5%)

o   Provide support for DoD audits

o   Work with appropriate offices to ensure compliance with VA disclosure standards

Other duties as assigned (5%)

Required Qualifications at this Level

Education/Training:                 

Work requires knowledge and skills generally acquired through completion of a Bachelor's degree program.  NASFAA Financial Aid Administrator Certification (FAAC) preferred.

Experience:  

Work requires a minimum of 6 years of experience in financial aid or Title IV compliance-related role. Experience with PeopleSoft and the College Board’s Institutional Methodology preferred.


Minimum Qualifications
Education

Bachelor's Degree in accounting, scientific, allied health or related field of study. Certified Research Administrator (CRA), Certified Clinical Research Professional (CCRP) or equivalent certification is preferred.


Experience

Requires five years experience in regulatory compliance, clinical research or grants administration.
