The new Division of Campus Community Safety (DCCS) unifies front-line public safety units across the University for a holistic approach to campus community safety, innovation in approaches, and clarity in leadership responsibility and accountability. Key units include UW Emergency Management, SafeCampus and the Seattle campus UW Police Department. Division staff work daily in partnership with units across and outside the UW system to both create safer, welcoming campus environments, prepare for potential natural or human-made disasters, and respond appropriately to incidents.

The University of Washington Police Department (UWPD) has the exclusive responsibility to act upon law-enforcement matters and perform police functions for the Seattle Campus of the University of Washington, 24 hours a day.  Police Officers at the UWPD respond to public calls for service within a very diverse community, providing community-oriented law enforcement services to the campus and nearby areas, enforcing state laws, city ordinances, and University regulations. Police Officers conduct criminal and traffic investigations, make arrests, prepare necessary documentation and testify in court. Officers also provide for the safety and security of persons and property at University events and attend community meetings. We have an outstanding opportunity for a Community Protection and Security Services Manager.

Reporting to the Deputy Chief, the Community Protection and Security Services Manager works within the Community Protection and Security Services Bureau of the University’s Police department overseeing ~23 full-time and part-time security services personnel, which includes Campus Security Guards and Campus Safety Responders. These positions supplement the mission of the Police Department in protecting individuals and property on campus property. In addition to supervising campus security services personnel, which includes participating in recruitment, training and development, time and absence tracking and approval, performance management, and corrective action, this position will develop and implement security policies and provide operational oversight that directly affects circumstance regarding the safety and security of all people and property of the UW campus. This position will also serve as a liaison between UW and external partners on campus community safety initiatives.

Working with a 24-hour operation and serving as the liaison for the department, the Community Protection and Security Services Manager will lead the continued development and management of the Campus Safety Responder program, including developing and implementing a comprehensive security strategy and creating program objectives, timelines, and a plan for allocating resources. The Campus Safety Responder Program is key in the UWPD’s efforts to be customer-oriented post the unrest of 2021.

This position will play a pivotal role in fostering positive relationships with all members of the UW community, influencing the strategic direction of the Community Protection and Security Services Bureau, and ensuring a sense of security and collaboration within the campus community. The successful candidate must have a strategic mindset, excellent verbal and written communication skills and rely on de-escalation and persuasion skills in dealing with the public. This position must also be capable of effectively collaborating with internal and external partners and building good working relationships, effectively managing a large and diverse team, and demonstrating flexibility in response to evolving circumstances.

The position impacts the integrity of the UW Police Department, which reflects on the University community as a whole. This position is accountable for management of all security programs and equipment within, or linked to, the UWPD delivery of security services. This position will provide administrative and supervisory oversight for operations and the implementation of department policy and procedures that directly affect circumstance regarding the safety and security of all people and property of the UW campus.

Duties & Responsibilities:

Plan, Strategize, and Manage Program Operations – (55%)

• Develop, implement, and enforce comprehensive campus security strategies, policies, and procedures tailored to the university’s needs and in compliance with relevant laws and regulations.
• Update relevant policies and procedures, operating manuals, and training materials as needed.
• Lead the continued development and management of the Campus Safety Responder Program, including program planning, stakeholder engagement and communication, program governance with clear roles and responsibilities, program monitoring, and the identification of opportunities for continuous improvement.
• Manage day-to-day security operations, including access control, surveillance systems, and patrol activities to maintain a safe and secure campus environment.
• Design work and provide instructional support for various security and safety systems.
• Ensure security equipment use, training and documentation is in compliance with policies.
• Efficiently allocate resources, including personnel and equipment, to meet security needs while staying within budget constraints.
• Ensure timely communications with various departments and senior management of security objectives and progress.
• Maintain compliance with local, state, and federal regulations, especially pertaining to security services.
• Other duties as assigned.

Recruit, Train, Develop, and Supervise Staff – (25%)

• Provide clear direction, set expectations, and motivate security personnel to achieve departmental goals.
• Foster open and effective communication within the security team and with other departments and stakeholders.
• Participate in the hiring and onboarding process, including reviewing resumes, conducting interviews, and selecting suitable candidates.
• Revise, develop and deliver training to Campus Safety Responders and Security Guards to enhance the skills and knowledge of security personnel.
• Regularly assess staff performance, provide feedback, conduct performance evaluations, and address any performance issues or concerns in a timely manner.
• Partner with HR on leave and attendance management, personnel record keeping, and compliance with labor laws.
• Ensure security staff adhere to safety protocols and policies to minimize workplace accidents and incidents.

Collaborate with UW and external partners (20%)

• Serve as the department liaison for UWPD security services personnel across campus.
• Work with UWPD personnel, the campus community, and law enforcement partners to build partnerships that support planning, design, and training on security systems.
• Foster positive relationships and collaboration with students, faculty, staff, and visitors to promote a secure and welcoming campus atmosphere.

Requirements include:

• BA + 4 years of experience in law enforcement, security services, or related field, to include supervising/managing staff
• Successful completion of comprehensive background investigation, polygraph, and psychological examination.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Desired:

• Master’s degree
• Five years of experience in security and safety field profession.
• Proficient in the use of computers and business productivity applications such as Adobe Acrobat and Microsoft Office Suite.
• Strong Project Management skills and ability to prioritize work to meet internally and externally imposed deadlines. Ability to work collaboratively with industry partners, institutional leadership, a cross-section of institutional groups.
• Ability to assess training needs and implement appropriate training for users; supervise, coordinate, and direct the work of unionized employees.
• Ability to work under and meet sensitive targets, as well as the ability to work independently as part of a team highly organized and attentive to detail.
• Composed and employs tact, patience, and respect in dealing with people of varying temperament and personas.

Working Environmental Conditions:

• Expected to perform the following or it is a critical part of the position: Working outside and inside; standing for extended periods, sitting for extended periods, walking considerable distances, hand dexterity (keyboarding/repetitive movements), comprehensive reading, constructive writing, active listening and speaking skills, astute sight, and professional contact with general public in person or via phone, while working in teams as well as alone.
• Must be available to respond via phone and in person to questions concerning various facets of the department. Questions include but are not limited to: security programs, protocols, and services; emergency response.
• Must have a high level of multitasking skills with audio, visual and physical tasks.
• Must be willing to work a flexible schedule
• Option for hybrid in-person/remote work schedule, subject to leadership approval; on an infrequent basis, position may be expected to be available for after-hours urgent calls.
