Description

 

The University of Tennessee Knoxville, College of Social Work, through the Social Work Office of Research and Public Service (SWORPS) is accepting applications for a Child Welfare Program Consultant. As a member of SWORPS' Field Based Services, this position works in collaboration with the SWORPS Director and peers to provide subject matter expertise and oversee the day-to-day management of a long-term contract with the Tennessee Department of Children's Services (TDCS).  The position is tasked with advising, consulting, and supporting the executive leadership and committees of the state's  Joint Task Force on Children's Justice and Child Sexual Abuse (JTF), as well as chairs and members of Citizen Review Panels (CRPs). This position requires high level of subject matter expertise related to child maltreatment, federal and state mandates that guide operations of the JTF and CRPs, and is responsible for the interpretation and application of related policies and procedures. 

 



Qualifications

 

Program Management and Technical Assistance

·       Oversee the day-to-day management for the state's regional CAPTA/CRPs and the JTF (body of 50 members and 5 committees) and provide specialized program and consultative services directly to panel leadership and task force executive leadership ensuring they remain current with federal and state requirements.

·       Plan and coordinate regional and statewide meetings of the JTF and CRPs, including strategic planning events that inform the task force's work plan and each regional panel's goals.

·       Monitor action plans and and provide tailored supports to ensure JTF and CRPs progress towards set goals.

·       Identify and develop resources at the request of JTF and CRP members.

·       Provide technical support guided by current research on best practices that fosters professional development/guide learning opportunities relevant to JTF and CRP members' mandates.

·       Develop documents (e.g., case evaluation guide, FAQ, presentations, etc.) based on ongoing assessment of needs of JTF and CRP members.

·       Conduct biennial reviews of CRP and JTF bylaws to ensure they remain current with federal and state requirements; revise , if needed.\

·       Coordinate CRP chairs' elections and JTF executive leadership and committee chairs' elections every two years.

·       Recruit and prepare CRP and JTF new members for their roles to ensure membership requirements are met.

Communication and Coordination

·       Act as a liaison coordinating meetings between TDCS leadership, JTF, and CRPs.

·       Identify and coordinate collaborative opportunities related to advocacy and oversight activities related to federal and state mandates for TDCS, JTF, and CRPs.

·       Facilitate exchange of requests and responses between TDCS and CRPs (e.g., request pertinent information related to case reviews, data, and policies.

·       Serve as lead consultant with TDCS' Office of Child Safety and the agency's Liaison Officer to identify priorities for annual JTF application and prepare contributions to the application (e.g., federal required members, summary of JTF work activities and progress, supporting documents, etc.)

·       Serve as lead consultant working with TDCS leadership and JTF's executive committee for the development and implementation of a Three-Year Assessment Plan, including the analysis of results, development of recommendations consistent with federal mandate, and documentation of progress from previous three year period's plan.

·       Attend TDCS monthly child sexual abuse prevention meeting and share subject matter expertise serving in child sexual abuse prevention other work groups.

·       Develop and maintain close relationships with a variety of stakeholders.

·       Represent the state's JTF and CRPs at child welfare-related local, state or national conferences/advisory boards, and meetings.

·       Maintain and update CAPTA/CJA website (e.g., post and archive annual reports, membership, relevant links and information about federal and state mandates.

Child Maltreatment Awareness

·       Collaborate with child-serving state agencies, community-based agencies, and other stakeholders to prevent child abuse and neglect.

·       Inform planning and support implementation of outreach and awareness activities that promote prevention of child abuse and neglect. 

Data Gathering/Analysis/Synthesis and Report Writing

·       Develop and prepare annual federal CRP report in compliance with federal reporting requirements.

·       Gather and analyze information from TDCS, state-child serving agencies (e.g., TBI, TNCAC, AOC, DAGC, etc.) to inform JTF's biennial State Plan in compliance with state mandate and other activities.

·       Collaborate with JTF executive leadership to develop and prepare JTF biennial State Plan report.

POSITION REQUIREMENTS: 

·       Bachelor’s degree & 3years of experience in program management and in managing board and volunteer groups

·       3-5 years experience in child welfare with an emphasis on child protection

·       More than five year's experience in program management, managing board and volunteer groups

·       More than five year's experience in child welfare with an emphasis on child protection

 

Competencies/Qualifications: 

·       Advanced knowledge of child abuse and neglect best practices in prevention and treatment.

·       Subject matter expertise for related to federal and state mandates of Joint Task Force on Children's Justice and Child Sexual Abuse (JTF) and Citizen Review Panels (CPRs).

·       Knowledge and ability to facilitate meetings and coordinate groups of volunteer board members.

·       Ability to develop and deliver training that equips members.

·       Ability to research information, analyze, and synthesize in manner that meets different audience needs.

·       Excellent oral and written communication skills.

·       Ability to work on many tasks simultaneously.

·       Ability to work competently and knowledgeably with a diverse population in a variety of settings.

·       Ability to work independently and in a team setting.

·       Ability to be flexible with respect to changing needs of the project.

·       Ability to positively interact with partners.

·       Proficient in MS Office.

 

Location: Position can be located anywhere within the state of Tennessee and requires frequent travel throughout the state
