With a high level of initiative and discretion, provide Association leadership and direction for all delegated and assigned functions of the Association. The Chief Operating Officer's role is to improve the effectiveness and efficiency of administrative systems and processes of CCE of Suffolk County in collaboration with leadership. An essential component in this role is developing systems and practices that remove barriers to full inclusion in the organization's activities and promote innovation. This position requires a skill set necessary to develop inclusive and efficient systems that impact the internal workforce and the Association's community. This position will be responsible for a full range of management duties, including accessing confidential data and completing complex projects and reports. As the COO, you will be providing high-level leadership and management of the Financial and IT operations for the Cornell Cooperative Extension of Suffolk County (CCE-SC). Under the Suffolk County Executive Director's supervision, the position develops and maintains effective working relationships among the leadership and staff within CCE-SC. This position works in conjunction with the CCE-SC Finance Manager, Extension Administration, and other Leads from across New York State to lead the operation of the Association to its optimal state. The position involves diversified duties requiring an intensive knowledge of a job or work area. It requires good judgment in analyzing facts and circumstances surrounding work situations, problems, or transactions and determining action to be taken within the limits of standard accepted policies.
The Chief Operating Officer will aim to improve organizational efficiency and effectiveness. This will be achieved by developing and improving systems for functions within all operations/administrative areas, including Finance, Technology, Communications, and Operational system improvements.

    

Required Qualifications:

  • Bachelor's degree with 4 years of related experience, including 2 years' experience in a leadership capacity relevant to the position's role.  (Master's degree may substitute for 2 years of experience).
  • Strong understanding of not-for-profit organizations.
  • Experience in training design, development, delivery, and evaluation.
  • Strong grant research and writing skills.
  • A deep and practical understanding of the technical, community, and business aspects of developing and implementing employee work systems and programs.
  • Ability to demonstrate the tact, judgment, and flexibility to relate to people to motivate and direct their activities effectively.
  • Ability to initiate, plan, and organize work.
  • Ability to communicate effectively through oral and written channels.
  • Advanced computer skills, including database management.
  • Excellent analytic and problem-solving skills.

Preferred Qualifications:

  • Master's Degree and 5- 10 years experience in employee relations, workforce development, and strategic management.
  • History of effectively developing systems, programs, and teams in ways that eliminate inefficiencies, discrimination, biases, and other barriers impeding optimum organizational efficiency and effectiveness.
  • Expert in budget preparation and management, accounts receivable/payable tracking, expense/revenue tracking, cash flow tracking, reconciliation, reporting, compliance, and financial statement preparation.
  • Experience in successful grant writing and fund development 

Responsibilities/Essential Functions:


Administrative Responsibilities:
 

Direction – 30%

General Administrative Direction

  • With substantial initiative and discretion, strategically plan for the overall Finance functions for Suffolk County.
  • Develop implementation strategies of the statewide initiative at the Association level
  • Develop operational efficiencies for the overall Association that also promote equity and inclusion
  • Plan for and develop staff training surrounding organizational effectiveness and equity and inclusion
  • Develop efficient and effective administrative systems for program development and reporting.
  • Lead/facilitate organizational leadership and staff committees in developing high-quality administrative operations.

Financial Direction

  • Establish best-practice standards for Finance functions for CCE-SC and actively contribute to discussions on the development of statewide Finance best practices while participating with other CCE System Finance Managers.
  • Establish best-practice standards for Finance functions for CCE-SC
  • Provide inputs to Extension Administration and other CCE Finance Managers to develop FORM Code policy and procedures.
  • Develop a framework, strategy, and training plan that assesses needs and sets goals and direction for ongoing Finance training in best practices, policies, and procedures to promote consistency throughout the Association
  • Lead the development of Association budgets.

Communications/ Marketing Direction

  • With substantial initiative and discretion, strategically anticipate or plan for the overall Association's marketing development and mass media efforts

Management – 50%

General Management

  • Provide management, guidance, and support to the Association IT Manager and Association Assistant Finance Manager.  Including hiring, performance evaluations, professional development, and organizing contracted services as needed in these areas.
  • Provide guidance and support to Executive Director.
  • Consult regularly with Association leadership to assure they understand and integrate finance strategy and processes into Association operations.
  • Manage and ensure adherence to statewide record retention and confidentially standards.
  • Provide highly complex administrative management to the overall organization.
  • Solve problems and resolve conflicts that arise in the operation of the unit, utilizing appropriate policies and procedures.
  • Manage and administer the overall Association operations.
  • Implement and administer policies established by the Board of Directors.
  • Perform day-to-day management, including compliance with legal and regulatory requirements.
  • Review current operational/ administrative systems and identify opportunities for improvement and growth.

Financial Management

  • Provide leadership and supervision for all Finance related activities.
  • Provide highly complex administrative oversight and monitoring of all Association financial matters.
  • Review Finance data and analysis to form observations, adjust operations and service to performance standards, and develop subsequent refinements and recommendations to shape ongoing improvements to support Association and statewide strategies.
  • Perform Association budget monitoring – using system-wide accounting software.
  • Provide oversight and guidance for all financial efforts, including management of standardized financial processes and procedures.
  • Provide individual coaching and informal feedback to Association Finance Manager.
  • Alert Association Executive Directors of Finance performance issues within the Association and work closely with Executive Directors to identify and manage a plan to resolve them.
  • Approve the Association budget.
  • With substantial initiative and discretion, guide the administrative functions' expenses.
  • Support the organizational development of grant writing teams, coordination mechanisms, and template language for grant writing.

Communications/Marketing Management

  • May provide highly complex administrative tasks in guiding the implementation of communication strategies for the Association.
  • Represent the Association(s) to various constituencies, including alumni, friends, clientele, corporations, and foundations.
  • Oversee the implementation of the marketing strategy.
  • Marketing and promoting program participation.
  • Oversee the process to develop and maintain effective working relations with legislators, local government leaders, community leaders, funding agencies, etc.
  • Oversee capital-giving donor prospects.
  • With substantial initiative and discretion, guide the delegated and assigned administrative functions' marketing and/or mass media efforts.

Information Technology Management

  • Manage systems for facilities and equipment planning acquisition, use, and maintenance.

Facilities Management

•          Provide oversight for risk management policies, procedures, and compliance.

•          Ensure ADA regulations are followed concerning facilities management

Coordination/Operation – 15%

General Coordination/Operation

  • Exercise high confidentiality and independent judgment in performing all position responsibilities.
  • Coordinate the delivery of organizational training, updates, and best practice recommendations via various delivery methods (i.e., webinars, SharePoint site, recorded presentations) to the Executive Director, Program Directors, and employees, as appropriate as enhancing the organizational knowledge and expertise at the Association level.
  • Attend all system meetings and training (e.g., system conferences, staff development webinars) as identified to maintain a high level of expertise in organizational structure functions.
  • Work to stay current on all systems changes/updates; implement and communicate those changes as appropriate.
  • Review and revise risk management policies and procedures as needed.
  • Orient and train the leadership team on revised standard operations-related procedures.

Financial Coordination/Operation

  • With substantial initiative and discretion, coordinate and implement all Finance best practices and procedures (i.e., FORM Codes) for Suffolk County.
  • Implement new Finance-related technologies as requested by Extension Administration
  • Prepare and interpret financial data for internal and regulatory reporting and presentations.
  • Perform regular audit reports for Associations.  With a high level of initiative and discretion, work closely with the Association Executive Directors and Finance staff to correct system issues when needed.
  • Coordinate all required reporting for Associations (including specific departments and Extension Administration), including year-end reports.
  • Provide Extension Administration with reports as requested.
  • Attend Finance/Board meetings as needed/requested, working closely with Finance staff to prepare Executive Director for Board meetings (provide correct documentation and financial explanations as appropriate).

Professional Improvement – 5%

  • In cooperation with Supervisor or Executive Director, jointly develop and pursue a professional development plan to increase competencies relative to position accountabilities and address changes and Association priorities.
  • Collaborate in activities that support Cornell Cooperative Extension and perform other duties as assigned.
